1. NOTICE OF SITE VISIT/HEARING REGARDING CHUBB HILL
The Board of Selectmen of the Town of Cavendish will meet to conduct a site visit of the lower portion of Chubb Hill Road to examine the old highway and a proposed new section of that town highway at 5 PM on Monday, August 19, 2013. Immediately following the site visit, the Selectmen will travel to and reconvene their meeting at the Cavendish Town Office Meeting Room for the purpose of conducting a hearing. Springfield McDonald’s ShuttingDown for 90 Days: On July 28, the McDonald’s in Springfield will be closed for 90 days as the building is demolished and a new smaller facility built to take its place. Rutland Herald

Vermont Sex Offender Being Located Out of State: Correction officials said Thursday they have a new plan for a high-risk sex offender due to be released from Springfield prison: He's moving out of state. The Department of Corrections is notifying police in the place where the sex offender, Timothy Szad, is going but isn't releasing the information publicly, said Dale Crook, the department's director of field supervision. 3. TOWN WIDE TAG SALE-JULY 27
Tomorrow, Saturday, July 27 is the Cavendish town wide tag sale. There is a list of participants on-line.  Printed maps will be available at the following locations: Cavendish Baptist Church; Cavendish Fire Department and the Proctorsville Fire Department booth on the Proctorsville Green. A number of the community based organizations will be involved as follows:

• Cavendish Baptist Church will be offering a “Tag Sale Luncheon” starting at 11 am. They will be serving sandwiches, chips, cookies, brownies, coffee and punch.

• Cavendish Fire Department will be holding their annual Chicken BBQ starting at 11.

• Proctorsville Fire Department, located on the Proctorsville Green, will have a BBQ featuring hot dogs and hamburgers.

• Cavendish Stone Church will be open for tours from noon until 2 pm. At 2 pm the
Cavendish Historical Society will be holding the drawing of their “All Things Cavendish” raffle. Special prize for ticket holders who show up for the drawing.

Be advised that a number of people along Main Street will be setting up tables but have not registered to be on the map.

It looks like it will be a gorgeous day so happy shopping and selling!

4. CAVENDISH IN PICTURES
Linda Welch, the genealogist for the Cavendish Historical Society, has been posting a variety of pictures of Cavendish, some before 1900, to the Cavendish VTFacebook page.  There are whole albums of various places and events, including the 1927 flood. You do not have to be a Facebook member to view the page.



5. SENSIBLE SHOES TO PERFORM IN PROCTORSVILLE
Note: This week’s concert, July 31, features Yankee Chank and is sponsored by Glimmerstone Mansion Inn.

The Cavendish Community and Conservation Association invites everyone to spend an evening listening to the sounds of Sensible Shoes on the Proctorsville Green on Wednesday, August 7th at 6:00 p.m. sponsored by the Cavendish Snow Fleas and by Singleton’s General Store.

ASCAP award-winning songwriter, keyboard player and singer Barbara Blaisdell brings her powerful New Orleans-inspired rhythm piano to the stage.  Lead guitarist and singer Tim Utt is widely known as one of Vermont's most gifted players.  Pooh Sprague, on bass, guitar and vocals, is a musical master who has played with the Shoes for years.  Drummer and singer Steve Drebber, a member of Vermont rock royalty, splits his time with the Shoes and his popular jam band, Dr. Jones.  Sensible Shoes has placed original music in several major motion pictures including “Philadelphia” and “The Manchurian Candidate.”

This will be the sixth of seven concerts that are held on consecutive Wednesday nights in July and August.  The last concert will be held on August 14th when Rick Redington will play.

CCCA encourages all area residents and visitors to join their friends and neighbors in front of the gazebo on the green.  Bring a blanket or a comfortable chair, have a picnic, or just lay back and relax on the grass.  It’s a fun way to enjoy the summer weather and either reconnect with old friends or make new ones. 

As always, the concerts are free and open to all. 

6. EVENTS
Saturday, July 27, is a busy day in Cavendish. Not only is it the town wide tag sale from 9-3, the Cavendish Historical Society and Green Mountain Power are hosting a tour of the Hydro plant and dam on the Black River as well as a tour of the old Fitton Mill site from 9-12. The Concerts on the Proctorsville Green continue on Wednesday at 6 pm. The July 31 concert will feature the Cajun dance band Yankee Chank. Thursday is Rec Night at Greven Field.

Notice of Discontinuance of a Section of Chubb Hill Rd

Notice of Discontinuance of a Certain Section and Acceptance of an Alternate Section of Chubb HIll Rd, Cavendish Town Highway #26

The Board of Selectmen of the Town of Cavendish will meet to conduct a site visit of the lower portion of Chubb Hill Road to examine the old highway and a proposed new section of that town highway at 5 PM on Monday, August 19, 2013. Immediately following the site visit, the Selectmen will travel to and reconvene their meeting at the Cavendish Town Office Meeting Room for the purpose of conducting a hearing and to consider:

• Discontinuance of the old section of Chubb Hill Road beginning at the existing intersection of the Chubb Hill Road with Vermont Route 131 by the Davis Homestead and extending approximately 487' up the road.

• Acceptance of a new section of Chubb Hill Road, which would begin at a point on Route 131, 420' east of the old intersection and would extend approximately 200' north to join the existing Chubb Hill Road.

This proposed discontinuance and acceptance will achieve a relocation of the intersection of Town Highway #26 with the State Highway #131, which will substantially improve sight distances and safety for the traveling public. The Town of Cavendish received a permit from the Vermont Agency of Transportation on July 15, 2013 for this proposed change of access for Chubb Hill Road to Vermont Route 131.

Interested parties are advised that transportation to the site visit and to the hearing will be their own responsibility. The purpose of site visitation is to inspect both the old and new subject road segments but not to hear testimony which, instead, should be offered at the hearing, which immediately follows the site visit.

The acceptance and discontinuance proceedings shall be conducted in accordance with the statutory requirements specified in VSA Title 19. The acceptance and discontinuance orders shall be recorded by the Town Clerk.

1. CAVENDISH RELATED NEWS
Unlawful Trespass.: On 7/11/13 at 15:30 (3:30 pm) Vermont State Police responded to a reported trespass violation at the residence of Norma Randall in Cavendish, VT. Randall is the Animal Control Officer for Cavendish. A dog owned by Michael Mills had been running in the roadway and a concerned citizen brought the dog to the town hall. Randall ended up taking the dog in. Mills had gone to her residence and did not want to comply with the town animal control laws. Mills entered her house without permission, took his dog, then left. On 7/14/13 Mills was taken into custody for Unlawful trespass (felony) and transported to the Rockingham Barracks where he was processed and released on a citation. He was also charged with operating a vehicle with a suspended license.  VT State Police Press Release

News from Cavendish Fire Department: CFD has been awarded our 2012 Assistance to Firefighters Grant for the purchase of 4000' of Large Diameter Hose, couplings, adapters, and a hose-testing appliance. This is approximately $40,000 of equipment that will be 95% funded by the Department of Homeland Security. This is much needed equipment and will be a great benefit to our Community and Department. 

Repairs to Route 131: The Road Improvement project on VT-131 in Weathersfield from VT-106 to the New Hampshire border has just started and will continue through July 2014. It will include repaving and some other work so travel will be reduced to a single lane at times. Construction work updates will be published weekly in various media sources and on www.roadworkupdates.com

Phone Scam-Warning for Seniors: According to Brattleboro Police, a senior was contacted to make an appointment to have a medical alert system installed. That senior argued the system was never ordered - and alleges that the person on the other end of the phone said it must have come from a concerned loved one. Police say the caller then pushed for an installation date and other personal information. The department is reminding seniors when in doubt hang up the phone. WCAX 

Community Placement for VT Sex Offender on Hold: There has been considerable press and digital outreach in the past few days about the release of a high-risk sex offender in Springfield. On Thursday evening, this changed. A Vermont corrections official and the police chief in the town of Springfield say plans to have a high-risk sex offender live in that community on his release have been put on hold. Springfield Police Chief Doug Johnston tells The Associated Press a relative who had offered housing to 53-year-old Timothy Szad when he's released had rescinded that offer. Kris Goldstein, treatment chief for the state program that treats sex offenders, says that means release plans for Szad are uncertain. But she says he must be released as scheduled on July 26 - a week from Friday - because he will have served his sentence maximum. And Goldstein says Szad won't be subject to any supervision by the Corrections Department after that date. WCAX

Thursdays, starting at 6pm, is Rec Night at Greven Field (off of Route 103 in Proctorsville near the old Black River Produce building). Things to do at Greven:

• Baseball/Softball/Wiffleball
• Kickball
• Flag football
• Nature trail walks/runs/biking. 0.5 mile loop.
• River swimming
• Frisbee (bring your own for now)

Be sure to check out Phase 2 of the nature trail. It’s now a half mile long with one of the few places for a river walk in town. Stop and play cribbage on the benches and table next to the river.

4. YANKEE CHANK TO PLAY IN PROCTORSVILLE
Note: This coming Wednesday, July 24, the concert will be legendary blues guitarist Chris Kleeman.

The Town of Cavendish presents the next in a continuing series of Wednesday evening concerts on July 31st at 6:00 p.m. when Yankee Chank will appear at the green in Proctorsville.

Yankee Chank is a Vermont group who perform traditional Cajun music from the heart of southwest Louisiana.  Why does a Vermont band play Cajun music?  Primarily because the French-speaking people of eastern Canada, our immediate neighbor to the north, was the inspiration for the southern Cajuns.

Yankee Chank has been performing both Cajun and Zydeco music around Vermont and beyond, using fiddle, accordion, guitar and bass since 1996.  The band’s performances offer a distinctive immersion into this unique regional music.

This concert is sponsored by The Inn at Glimmerstone Mansion in Cavendish.

This is the fifth in a series of seven concerts coordinated by the Cavendish Community and Conservation Association.  All concerts are free and open to the public.  Bring a blanket or chairs and a picnic dinner.  Join with friends or make new ones.  Please help continue this Wednesday evening tradition in Cavendish.  Everyone is welcome.

Cavendish Town Elementary School Board Meeting 6/4/13

Public:  Virginia Walsh Mack-Recording Secretary, Jane Pixley, Peggy Svec, Connie Kendall, and three members of the public

Call to order
Dr. Bont called the meeting to order at 5:33 p.m.

5:32 p.m. – Comments from the Community
Jane asked why she was not included in the discussion to change the bank for the school.  She is the school treasurer.  Linda said Chris Adams; the business manager has been out ill.  Jane was supposed to be notified two weeks ago.  There is no intention to change banks until after the audit is completed and approved.  The audit is scheduled to be done in August.  All of the bank accounts in WSWSU will remain open.  The business office will set up a meeting with George, Jane and Irene to discuss the CTES banking.  She would like advanced notice for this meeting.

The discussion to move the accounting books has been discussed for a year and there has been a lack of courtesy to keep Jane informed all along.  Stuart asked if the boards will make a choice as to what bank will be used.  Linda said she anticipates all of the accounts be with Merchants.   Jane said using more than one bank is a smart decision.  Stuart said at town meeting there were concerns regarding the timeliness of the final audit.  Linda said Chris spoke with the auditors and told them the date they received the audit last year was unacceptable.   

Approval of Minutes of April 30, 2013
Stuart made a motion to approve the minutes of April 30, 2013 as presented.  Motion approved

Personnel
Nomination - Guidance Counselor
 Linda recommends Kristen Billings as the school counselor (.40 FTE) for the FY’14 school year.  Linda gave the board Kristen’s background.  Sharon made a motion to hire Kristen Billings as the CTES guidance counselor for the FY’14 school year.  George said based on the interviews Kristen is his recommendation.  Motion approved.

Linda recommends the board accept George’s salary adjustment to 82,094.00
Sharon made a motion to approve the salary adjustment for George as presented.  Motion approved.

Linda approved a contract for Tim Considine for FY’14 at a salary of $36,846.00

Linda has approved a contract for Irene for the period July 1 through August 31st in the amount of $6,952.00.

Finance
Roof Bid Award
George handed the board a copy of the summary for the roofing project (attached).  There needs to be a choice of shingles.  George recommends the color green for the shingles.  Three bids came in Jeff Milligan and Assoc for $163,833.00, McCarthy Construction for $108,500.00 and PKL Contracting for 106,650.00.  The Clerk of the Works bids were received from McCarthy for 20,500.00 and PKL Contracting for $23,370.00.  George said the PKL bid was submitted as requested and it is very clear and distinct.  The recommendation is to go into contract with PKL

Scott made a motion to accept the PKL bid as presented.  Motion approved.  Stuart made a motion to hire a Clerk of the Works for the roofing project not to exceed a $50.00/hr for 10hrs/week for 8 weeks.  Motion approved.  Richard asked about a performance bond or a bid bond.  He thinks some assurances should be in place.  Linda will check on this with VSBIT (the insurance company).  Richard said he will get the language for George. 

Project Financing
There is money due up front for the roofing project.  This will be reimbursed by BP Canada.  George is suggesting a loan be taken out for $125,000.00. Jane suggested a line of credit up to $125,000.  She said she contacts Berkshire and Peoples United.  Scott made a motion to take out a line of credit for $125,000 for 6 months without penalty for early payoff and to authorize Jane Pixley to sign the agreementMotion approved.  

Two Rivers Supervisory Union Update
The next meeting will be on June 20th at Fletcher Farm. The plan is to be moved to Fletcher Farm by June 28th.  Linda gave the board a press release from the Chester Telegraph.   

Principal’s Report
George gave the board the budget summary.  He said the budget looks o.k.  George said the Fountas and Pennell testing is complete.  George shared a chart that will go to each parent to show the child’s level.  It will show where the child started the year and ended the year. George is pleased with the progress that has been made.

Retirements:  Leigh Dakin’s get together is Wednesday, June 12th at 56 Main and Irene Pearson’s dinner is on Monday, June 17th at 56 Main.

Students went to Move Up Day at GMUHS.  Tomorrow is Irene Pearson Day to recognize Irene for her years of service at CTES.  The third grade play will have a dress rehearsal on Friday at CTES and senior citizens have been invited.  On June 9th the student will perform at the Weston Play House.  

Thursday is the annual Arts Night at 6:30 p.m.  June 13th is the end of year picnic.  The 14th is the rain date.  The 14th is 6th grade graduation.  Monday is the last day of school.  June 18th is the date the roof replacement will start.  George will be on vacation the last week of June.   
 
MAP Assessment Report
The testing window is closed but the results have not been completed.  George presented the percentages to the board.

George said the summer program will be targeted for specific students.  The program was not well attended last year. 

Superintendent Report
The support staff agreement is in the final stages.  The teacher’s contract is also in the final stages.  The hope is that these will be complete by June 30th.  The audit date is scheduled to begin on August 7th.  No accounts will change until the audits are final.

June 12th is the annual WSWSU board meeting at 7p.m at Chester-Andover Elementary School.  This will be the last WSWSU board meeting.

The move to Fletcher Farm is scheduled for June 26th, 27th and 28th.  Amanda asked for an agenda for the WSWSU board meeting.  The contracts for the teacher’s salaries increases are 2.25% for FY13 and 2.5% for the FY14 year.  How the increases are given on the pay scale has not been determined. 

Other Business
George asked to confirm the next meeting.  Tuesday June 11th at 5:30 p.m.  Stuart commented that it was good to see the small schools grant.

Linda gave the board a legislative update.
