The Black River Valley community, which includes Cavendish, does not have a daily paper, radio station or TV channel providing news coverage. There are a variety of weekly papers, which very in distribution and content, and the Rutland Herald and Eagle Times, while daily papers, don’t have this region as a primary focus.
One of the most consistent sources of daily information is the Black River Today, a Rutland Herald blog run by Ralph Pace. 3. Celebrating Proctorsville
The Cavendish Historical Society is pleased to announce that this fall, we will be focusing on Proctorsville. On September 12, there will be a walking tour of Proctorsville, starting at 1 pm in front of the Proctorsville War Memorial. Learn about an Inn with a ghost, the hotels that once graced Depot Street, see the homes that were built by the founder of Proctorsville, Capt. Leon Proctor, and much more. There are 16 stops on the tour. Copies of the tour, available on the 12th, will also be at the Cavendish Library, starting September 14. Be advised that there are some hills, so be sure to wear comfortable walking shoes.
For the month of October, there will be a pictorial display of Proctorsville in the Cavendish Library.
On October 10, the annual cemetery tour will take place at the Hillcrest Cemetery in Proctorsville at 2 pm. There will be a second guided Proctorsville Walking Tour that day starting at 1 pm at the War Memorial, which will include the Cemetery tour. Carmine Guica, one of CHS’s genealogists, will have information about who is buried in this Cemetery. If you don’t know the story of “Fire Bug Fitton,” Carmine will tell you about it when you visit the family grave plot. FMI: margoc@tds.net or 226-7807
4. Young Historians Program
The Cavendish Historical Society (CHS) in conjunction with the Cavendish Town Elementary School, will be offering a Young Historians program for students in grades 3-6 on Wednesday mornings from 11:30 to noon. Our focus this year is the 1940s. For the first half of the school year, we will be doing activities relating to Cavendish’s response to WWII. The second semester will focus on the changes that took place when the veterans came home. Funding in part for this program has come from the Cavendish Community Fund. 6. DIY Home Energy Efficiency Pilot Program
One of the challenges for folks who want to make their own energy efficiency improvements on their homes is getting the proper guidance and training on how to achieve meaningful energy savings. Central Vermont Community Action Council (CVCAC) is implementing a statewide program to support and train do-it-yourself (DIY) homeowners to undertake comprehensive efficiency improvements in their own homes under the supervision of a certified energy auditor. Financial incentives are available to cover your costs.
Here's how it works:
• Participating homeowners attend a day-long Weatherization Skillshop, receive a professional energy audit, and work under the direction of a certified energy auditor to perform the work. The auditor provides consultation and support, and helps you make effective energy-saving improvements in your home.
• The auditor will conduct an in-depth audit of your home and provide a detailed report and list of action items. The auditor will also help provide details on how the potential improvements may qualify for incentives. Then, you'll begin work on the improvements recommended by the auditor, and the auditor will conduct a mid-project inspection to check on the work-in-progress. When the improvements are completed, the auditor will run a test to verify efficiency improvements. The auditor also handles all necessary reporting to Efficiency Vermont.
• Efficiency Vermont will reimburse DIY participants $1,000 for the auditor's services under its Home Performance with Energy Star (HPwES) program (contingent upon achieving minimal efficiency improvements). Participants who install additional qualifying measures will be eligible for additional financial incentives from Efficiency Vermont, up to $1,500. In addition to these incentives, homeowners who complete renovations on their own homes are also eligible to receive up to $1,500 in federal tax credits for weatherization-related materials (30% of $4,500 maximum).
Each Skillshop is designed to accommodate 15-20 participants for hands-on training and skills development. Registration is on a first-come, first-served basis; new workshops will be opened as spaces fill up. Each workshop will be offered on multiple dates around the state.

• The summer edition of the Cavendish Historical Society (CHS) Newsletter is now on-line.
• CHS is currently restoring a loom for use in 2011. The loom was owned, and most likely built, by Joshua Parker Green, around the Civil War era. Known as “Parker,” he was born in Plymouth, VT Aug. 30, 1822. He moved to a large farm on Twenty Mile Stream in Proctorsville with his first wife Nancy in 1856, and raised Marino sheep.
Built for his first wife, the loom was to be used by two additional wives. Parker outlived all three of his wives and three of his five children. He died in 1911 at the age of 88. Many of his descendants continue to live in Cavendish, including some on the original farm. He is buried in the Twenty Mile Stream Cemetery.
Parker was a gifted wood worker "J. P. Green, who is in his 86th year, who has not for the past years done any active work on his farm, has busied himself making many useful and ornamental articles of wooden ware, such as spoons of various sizes, several sizes of stands, clothes sticks, paper knives, knives and forks, wooden knitting needles, canes with the handles made from the root, showing many odd designs. His latest is cutting out little mustard spoons which are neat and pretty in shape."

For a donation of $20, sample a wide array of fabulous desserts. A Silent Auction will also be part of the evening’s events.
The CCF distributes to a wide array of Cavendish organizations. The most recent recipients are the Cavendish Library and Historical Society. Past funding has made it possible to conduct archeological digs, offer plays, purchase items for the library, and even sponsor some wonderful “dinner and a movie” opportunities.

5. September Okemo Valley Chamber Corner
More INFO signs are appearing throughout the Okemo Valley. The latest are in front of Hunter Lea Gallery and Andrie Rose Inn in Ludlow, Vermont Country Store and the Village Green Gallery in Weston.
On August 10 the e-Vermont steering committee along with the State partners held an open forum at the Town Hall to discuss the e-Vermont Community Broadband Project and what it would mean for the Ludlow community. Don’t forget to sign up for Ludlow’s front porch forum.
We learned the results of the State’s Branding Study at our Chamber mixer on August 11 at the President Calvin Coolidge State Historic Site’s new museum and education center with over 70 attendees. If you would like a copy of the study, please email the Chamber.
Thank you goes out to the Ludlow Merchants Association for organizing a successful 13th Annual State Zucchini Festival on August 14th.

7. Furniture Needed for BRGNS Fall Rummage Sale
Black River Good Neighbor Services will be holding a huge Rummage Sale at Fletcher Farm this October 1 - 3 and is looking for donations of furniture.
Jim Fuller, President of BRGNS’s Board of Directors said that “thanks to the generosity of Ludlow home owner Frank Dwyer’s donation of warehouse space BRGNS has the ability to store furniture in advance of its rummage sale. All furniture in good condition will be accepted.”
To make arrangements for dropping off, or having donated furniture picked up, please call Audrey Bridge at the BRGNS Thrift Shop at 802-228-3663 between the hours of 10am and 4pm, Monday through Saturday. Furniture will be picked up by volunteers at an arranged mutually convenient time.
All proceeds from this sale will go to benefit the needy in the area. “The current economic crisis has created a greater demand then ever. A lot of our neighbors are going to need help this winter, so we are asking for everyone in the area who can help to please do so” said Jim Fuller.
Black River Good Neighbor Services is a 501(c) (3) organization that serves the areas of Ludlow, Mt. Holly, Proctorsville, Cavendish and Plymouth. Donations are tax deductible.

7. Furniture Needed for BRGNS Fall Rummage Sale
Black River Good Neighbor Services will be holding a huge Rummage Sale at Fletcher Farm this October 1 - 3 and is looking for donations of furniture.
Jim Fuller, President of BRGNS’s Board of Directors said that “thanks to the generosity of Ludlow home owner Frank Dwyer’s donation of warehouse space BRGNS has the ability to store furniture in advance of its rummage sale. All furniture in good condition will be accepted.”
To make arrangements for dropping off, or having donated furniture picked up, please call Audrey Bridge at the BRGNS Thrift Shop at 802-228-3663 between the hours of 10am and 4pm, Monday through Saturday. Furniture will be picked up by volunteers at an arranged mutually convenient time.
All proceeds from this sale will go to benefit the needy in the area. “The current economic crisis has created a greater demand then ever. A lot of our neighbors are going to need help this winter, so we are asking for everyone in the area who can help to please do so” said Jim Fuller.
Black River Good Neighbor Services is a 501(c) (3) organization that serves the areas of Ludlow, Mt. Holly, Proctorsville, Cavendish and Plymouth. Donations are tax deductible.

2. Select Board Meeting 8/9/10
At Monday night’s Select Board Meeting, the following items were discussed:
• 2010 Cavendish Resurfacing Program: Bids from six vendors were opened and considered for the milling, reclamation and bituminous cement paving elements of the 2010 Cavendish Resurfacing Program. The Select Board met again on Wednesday Aug. 11 and selected Wilk Paving of Rutland, VT. This was the lowest bid, coming in at less then $160,000.
• Sept. 13 Meeting to Discuss a Reappraisal: The Board agreed to a warning for the September 13 Town Meeting to discuss a town wide appraisal update. The meeting will place at 6:30 in the Cavendish Town Elementary School multi purpose room. The Select Board will hold their monthly meeting, starting at 5 pm, in the Arts room at the school.
• Energy Grant: The state energy grant awarded to Cavendish still does not have a signed agreement. The Town was instructed not to incur any project expenses until the grant agreement was signed by the Town and the State Commissioner. Recently the town manager, Rich Svec, was told by the state that he could go ahead with the project, even though the contract has yet to be signed. The Board felt that no expenses should be incurred until the agreement has been signed. The energy saving measures planned for the fall will be delayed.
• Tax Bill Distribution: Owners of the seven properties slated for tax sale have resolved their tax issues with the town manager. The Tax Rate was set at the July Select Board meeting and tax letters have been sent to property owners. Even though the unemployment rate is relatively high, the delinquent rate is lower than last year at this time.
• New Truck: The SB discussed the request for proposal (RFP) of a new tandem axle International 7500 truck and the additional RFP for truck dump body, low and patrol wing. The SB agreed to a bid opening for the truck, body and plow equipments will be on Monday Aug. 16 at 5:00 pm at the Town Office.
• Depot Street Bridge (Bridge #58): Even though the replacement of the Depot Street Bridge in Proctorsville is a priority item, for both town and state, it will take five years to do so. In the interim, Svec has been working with an engineer on a short-term solution, which should be relatively easy to do. Replacement versus rehabbing the existing bridge is thought to be the prudent way for the following reasons: easier maintenance; cost; longer life expectancy; and it will eliminate the center span support, which will reduce problems in the event of flooding. Since it will be quite a while before the bridge can be replaced, the limitations on the bridge’s use should be strictly enforced. The sheriff will now be asked to patrol the area and to ticket overweight trucks and “no truck” violators. Various SB members voiced their concern over the flagrant violations and the need to do everything possible to preserve the bridge until
• Sewer Budget and Rate Schedule: The Municipal Sewer budget for FY2010-2011 was approved by the SB and the rate schedule has been set as follows:

Base rate: $76.37 (includes 10k gallons consumption
Overage consumption (over 10k/quarter): $1.75 per thousand gallons
Flat rate (Non-metered): $78.37
Inactive Units: $27.50 flat rate
3. Rotary Duck Race: Your Chance to Win, Help LPC-TV
The Ludlow Rotary Club Duck Race, an annual event held on the Black River, will be held on Sunday, August 15. Tickets are now on sale for those wishing to "compete". Cash prizes of $200, $100, $75, and $25 will be awarded to the 1st place, 2nd place, third place, and last place finishes, respectively. Each year, the Rotary Club selects a non-profit to receive the proceeds from ticket sales, and this year's beneficiary is LPCTV. LPCTV Executive Director Patrick Cody said this fundraising opportunity is coming "at a great time". "This coming year is a big one for us. We're taking the much-needed step
from a small one-room operation to a state-of-the-art media facility", he explained.
LPCTV will be renovating a portion of the former Ludlow Armory "tank barn" into its new home. Making this happen requires a significant amount of fundraising for the small non-profit TV station. "Every little bit will help towards meeting our goal and we are grateful to the Rotary Club for its support", Cody said. "It'll be great for us and it'll be great for the community because we'll be able to offer much more."

4. Black River Good Neighbor Services Says Thanks to Carmine Guica
Carmine Guica, a Cavendish resident and WWII veteran has been donating food every month to the Black River Good Neighbors for the last 15 years.
According to Audrey Bridge, Managing Director of BRGNS Thrift Shop and Food Shelf, Carmine goes shopping every month and loads his car with food to donate to the store and he always remembers to include special treats for the children. Jim Fuller, President of the BRGN board, said, “Carmine’s thoughtful community spirit and the effort he expends every month is a tribute to the caring individual he is. The BRGN’S Board and staff at the Thrift Shop want Carmine to know how much he is appreciated and respected and how very grateful we are. It is because of people like Carmine that BRGN can continue to help area families in need.”

5. 11th Annual RiverSweep of the Black River
Lend a hand in the 11th Annual RiverSweep. The Black River needs us now more than ever before! On Saturday, August 28 from 8 a.m. till noon, volunteers of all ages are encouraged to step in and help pick up trash from the banks and bed of the Black River. From Plymouth to Springfield and all points in-between, folks will collect any junk they can find and safely wrassle from the river and bring it to a collection point at one of our two HQ stations: the Citizens Bank drive up near the footbridge in the Springfield Shopping Plaza and the gazebo at the town green in Veterans Park on Main Street in Ludlow. Thanks to many wonderful local supporters, we’ll have lots of free refreshments, complimentary ‘thank-you’ tee shirts, and a donated lunch at each location. This year also marks the Black River Action Team’s 10th birthday, so we’ll have a special paddle time after lunch, launching your own boat from the Shopping Plaza in Springfield. Gloves and trash bags will be provided.

Select Board Meeting 8/11/10
There will be a Select Board Meeting on August 11 at 5 pm at the Town Office. The purpose of this meeting is Review and discuss bid tabulations for bids opened at August 9 Selectmen’s meeting for the milling, reclamation and bituminous cement paving elements of the 2010 Cavendish Resurfacing Program. Award bid and have Town Manager prepare and execute Notice to Proceed and sign the associated contract.
