1. The Water Filtration System is Up and Running
The new filtration system went on line at the end of last week. Some people have reported air in the lines. With each passing week, the water should become clearer, particularly after the flushing. The town will be providing information to water users about how to flush the water pipes in their homes.

2. Cavendish Photo Contest
We are heading into the final two weeks to submit your photo for the Cavendish Photo Contest and 2010 Cavendish Community Calendar! Entries need to be 8x10 photographs of the Cavendish Landscape (buildings, people and animals can be included) and they need to be delivered to the Cavendish Town Office no later than June 5th! Entry forms are available at Crows Bakery, Cavendish Town Office and the CTES. FMI: 226-7736

3. Memorial Day/Weekend Events
• The Ludlow Memorial Day Parade will take place at 9 am in Ludlow on Main Street.

• The Proctorsville Green’s Fiber Arts Festival will be one of the stops on the Vermont Crafts Council’s Open Studio weekend. The Festival will be underway Saturday and Sunday.

• Cavendish will be celebrating Memorial Day on May 30 (Saturday) at the Cavendish Elementary School in Proctorsville at 10:30. From the School, people will meet at the Cavendish Town Garage, where the parade will walk to the cemetery on High Street, having tossed a wreath at the Mill River Bridge. Following the ceremonies, the Wallace-McNulty-Hoyle American Legion Post #4 will provide refreshments at the Holy Name of Mary Parish Hall in Proctorsville. All are invited.

1. Select Board Meeting
The following items were discussed at the May 11 Select Board meeting:

• Cavendish Water
Due to rust spots on some of the pipes, the filtration system start up has been delayed until late Thursday or Friday of this week.

• VELCO Connector: Access Road Request
On May 5, the town received a petition from VELCO requesting that they sign off on an access road they would like to use to reach the power lines in Proctorsville. As part of the expansion project of the lines, VELCO wanted town approval by May 12. The proposed access point is Quarry Rd off of Twenty Mile Stream Rd. Three of the four landowners on Quarry Rd attended the meeting and explained their concerns-no information was provided on what equipment they want to bring in through the road; how often and for how long. Further, only a small portion of Quarry Road is town property, with the balance being a private dead end road maintained by the property owners. The proposed access road would go through wetlands and deeryards. It was agreed that eight days, along with lack of information, was not sufficient time to evaluate whether this was a viable option .

• Proctorsville Sidewalk Project
A contractor and Clerk of the Works have been hired for the Proctorsville sidewalk and curb project. The area to be renovated will be roughly from Singleton’s down to Maple St., with a little bit of work being done in front of the Pollard Block on Depot St. The approximate start date is in two weeks, with completion by the end of August.

1. Press Release on closing of GMUHS & OIL on 5/8/09
Three schools in the Windsor Southwest Supervisory Union canceled classes on Friday as a precautionary measure following the receipt of an unspecified threat. Green Mountain Union High School and Chester-Andover Elementary, both in Chester, VT, as well as the Opportunities in Learning program in Cavendish, VT, were impacted by the closings.

On Thursday evening, May 8, a staff member received an electronic mail message referencing possible harm that may come to individuals at the high school during the following day. Chester Police officials were notified and an investigation began immediately. The decision to close three of five supervisory union schools on Friday was made after Windsor Southwest Superintendent, Dr. Joan Paustian, collaborated with Chester Police and district personnel. Chester-Andover Elementary was included in the closures due to its close proximity to Green Mountain Union High School on Route 103 South. With transportation for these two schools suspended for the day, the Opportunities in Learning Program, in Cavendish, was also directly affected.

School officials indicate closing school was a necessary step to ensure the safety of students, faculty, and staff. Dr. Paustian explained, “When there is even the potential that our students are at risk, we will act accordingly; and we’ve done so in this case.”

Chester Police Chief Richard Cloud reports the individual responsible for the electronic communication has been identified. As the subject is a minor, the name is being withheld. Chief Cloud indicated, “…the investigation is on-going. We are unable to comment further, however no further threat exists regarding this matter.”

Normal operations for all three schools will resume on Monday, May 11.

2. Select Board Meeting Agenda for 5/11/09
The Cavendish Select Board will meet on Monday at 6:30 pm in the town office. Items on the agenda will include:
• Update on water filtration project construction progress.
• Follow-up on the Southern Loop/Coolidge Connector Project from last meeting and discuss proposed alternate access location using Quarry Road.
• Update on developments and activities pertaining to the Proctorsville Curb and Sidewalk Project including bid results and award for the Construction General Contractor and project start.
• Consider identity theft prevention policy (draft distributed to members last meeting)
• Consider elimination of the second constable position
• Discuss parcel map update work and consider proposal from Cartographics Associates regarding software for full utilization of the mapping data
• Discuss VTrans correspondence with specific regard to inspection of pipe and wire crossings for municipal utilities along State-owned railroad such as that which runs through Cavendish.
• Review draft of a letter to the Green Mountain Railroad regarding storage of used, waste and stockpiled materials in the village areas.

4. Auditions for The Cavendish Community Theatre
Once again the Cavendish Players will be performing. The play is scheduled for August 22 and 23rd at the Cavendish Inn Barn. A casting call will be held on Thursday Mary 21 at 7 pm at the Cavendish School in Proctorsville. Residents, as well as second homeowners, 12 or older, are encouraged to participate in the play. • Donate to the Black River Good Neighbor Tag Sale taking place the weekend of May 15-17. Bring donations to Fletcher Farm’s Barn located at 611 Route 103 S, between Tuesday May 12th and Thursday May 14th between the hours of 11am to 3pm.

• The Cavendish Transfer Stations provides a variety of ways to recycle, including clothes, shoes, stuffed animals and other fibers. Putting worn out and stained clothing, sheets etc. in the “red shed,” not only keeps these items out of a landfill, but SEVCA makes money from this project, which in turn helps to support local residents who may be in need of fuel assistance, housing etc.

3. Pat Rankin
Margaret "Pat" Addison Rankin, 91, passed away on April 29, 2009. Pat was born in Brooklyn, New York on January 20, 1918, G. Craig Rankin, her beloved husband of 64 years, predeceased her. She is survived by her three children: Bruce Rankin of Cincinnati, Ohio, Doug Rankin of Greenwich, Connecticut, Nancy Rankin McMillan of Westport, Connecticut, and their spouses, six grandchildren and one great-grandson.

In her twenties, Pat worked in New York City and sang in the Rockefeller Center choir. During World War II, she volunteered at her Church's Serviceman's Center and knitted for the Red Cross. She met her husband (to be) at a summer resort in Middleton, Connecticut and continued a long correspondence with him while he served in the Navy during the war years, marrying in 1944.

Pat was a still life oil painter, a Cub Scout leader and a volunteer reader at Burrwood Home for the Blind. To her family, she was an extraordinary, loving mother and wife who could bake delicious pies and Christmas cookies as well as collect uncounted quarts of strawberries for jam. She enjoyed knitting sweaters for her family, crocheting afghans and, was the perfect seamstress.

She and Craig retired in 1979 to a farmhouse in Cavendish, Vermont where they gardened together, "directed summer camp" for their six grandchildren and filled their home with inordinate collections of "beautiful" things. Being an integral part of, and devoted to her community, she was an early participant in the fight to prevent the damming of the Black River and later served as Treasurer for Cavendish Historical Society, helping to raise funds with creative craft projects.

Pat created a home filled with love and laughter shared by family and friends. Her kindness, patience and generosity are legendary. She had only good things to say about all she knew and loved. Pat authored an amazing journal starting from the birth of her first child's in 1946, to the Spring of 2006 when her eyesight was challenged. In her journals, she captured memories that comprise a treasured gift of a lifetime to her family and, in the end, for herself to satisfy a failing memory.

Information about a memorial will be forthcoming. In lieu of flowers, contributions may be made to the Cavendish Historical Society, Rankin Fund, PO Box 472, Cavendish, VT 05142.

4. Water Board Meeting
At the April 27 Cavendish Water Commissioner’s Meeting, Rich Svec, town manager, reported that the new filtration will most likely go on-line on Wednesday April 29. This means that Cavendish will have clean water at the source, but it will still be a while before clean water comes from the tap. A notice will be sent in the next few weeks about the flushing that will be required to clean out the system. In addition, water users will be given instructions to clean out their pipes so they will be able to take advantage of the filtered water. Washing of the water tanks is also being scheduled. An open house is being planned so that people can see the new filtration system. FMI: 226-7292

5. Classifieds: In need of a recliner
Ms Anita Bean, a resident of the Village Green Apartments in Proctorsville, has taken a bad fall and hurt her back badly. She needs to sleep in a recliner since it is difficult for her to get into and out of bed alone. Her recliner is broken. If anyone has a 2nd hand recliner in decent condition and would like to donate it, that would certainly be appreciated. FMI: 228-4300 (Pam).

6. Cavendish Earth Week

7. CCCA Second Annual Cavendish Calendar Photo Contest
The Cavendish Community and Conservation Association (CCCA) Second Annual Cavendish Calendar Photo Contest will celebrate the “Landscapes of Cavendish!” The town of Cavendish includes both the village of Cavendish and the village of Proctorsville and any pictures from the town are eligible.

There will be two contests and two selections of winners. A panel of judges will select prizewinners from three categories of entrants: children 5 to 12 years old, children 13 to 17 years old, and everyone 18 and over. Winners will receive prizes and all entrants will be eligible for publication of their photos in the 2010 calendar. The CCCA will publish the top twelve winners of that voting as monthly selections in the 2010 calendar. An exhibition of the photographs exhibition will be open to CTES students, parents and teachers on June 15th through 18th, and open to the public on June 19th to 21st. Winners will be announced on June 22nd.

Anybody from the community can enter, both full-time and part-time residents. All photographs must highlight the beauty of Cavendish landscapes and may include historic aspects and sites, animals or people. There is a limit of one entry per person and an entry form is required with each picture. Entry forms and instructions can be obtained at the Cavendish Town Offices, at the Cavendish Town Elementary School, and at Crow’s Bakery in Proctorsville.

Entries must be submitted no earlier than May 11th and no later than June 5, 2009, and may be mailed or delivered to the Cavendish Town Office, High Street, Cavendish, VT 05142. For further information, call Robin Timko at 802-226-7736.

8. Snow Academy Applications for McCostis Scholarship Fund Now Being Accepted
The McCostis Scholarship Fund (MSF), a part of the Ludlow Teen Center (LTC), was established in 2004, to provide Okemo Valley youth an opportunity to pursue excellence through skiing and snowboard training. Started by Sue McCostis, an LTC Board member and an Okemo Mountain ski instructor, the fund was continued by her husband Dick McCostis, Safety Ambassador and ski instructor at Okemo Mountain, and head of the Windsor County Court Diversion Program. With his passing in July 2007, the MSF has continued through the support of friends and the Okemo community. The Fund has added two additional scholarships-The Kevin Stillwell Snowboarding Scholarship and the Peter Noyes Skiing Scholarship.

Applications for scholarships for athletes who wish to attend snow academies, such as Okemo Mountain School )MS), are now being accepted until June 30. Applications for weekend programs and target terms will be accepted from September 1-Oct. 31.

Applicants for the Academy Snow Scholarships must:
• Be a full time resident of Ludlow, Cavendish, Proctorsville, Chester, Perkinsville, Springfield, Mt. Holly or Plymouth VT.
• Be enrolled in grades 7th-12th and in good academic standing
• Have a demonstrated interest in and commitment to skiing or snowboarding
• Parents or guardians are in need of financial support and are supportive of their child’s pursuit of training
• Plan to attend a snow academy full time for at least five months during the 09-10 winter season

The size of scholarships will be based on need and available funds. Academy scholarship recipients, and their families, are required to assist with fundraising. Recipients can increase the amount of their scholarship through participation in fundraising activities.

Those interested in applying must submit a completed application by June 30, 2009. Award notifications will be made by July 15, 2009. Swine Flu

Posters on preventing swine flu are now available on-line at www.cc-info.net in PDF format.

There is no vaccine currently available for this strain of flu. However, there are some simple measures to take which can prevent it. Cough or sneezes spread flu virus into the air, and then onto surfaces.

Cover your mouth & nose every time you cough or sneeze. Use your arm not your hand.

Observe regular cleaning habits at work and at home-Pay close attention to door knobs, faucets, refrigerator handles, phones, computer keyboards, and office equipment.

Visit the US Dept. of Health and Human Services website for information

Every time you use a tissue, throw it in the trash and wash your hands.

Remember not to share anything that goes into the mouth.

&
Wash your hands often and well. Use soap and water for at least 20 seconds.

Avoid contact with people who are sick. Avoid touching your eyes, nose or mouth.

Stay home when you are sick. If you experience any symptoms of flu (cough, fever, aches, headache, nausea, diarrhea, vomiting, chills ) and were in contact with someone who has it, or was in a location where the disease has already occurred, call your medical provider.

Have alcohol hand sanitizer and use it when soap and water aren’t available.
