1. Town Meeting Day and Voting: March 1 & March 2
The Annual Town Meeting for Cavendish will take place on Monday, March 1 at 7 pm at the Cavendish Town Elementary School in Proctorsville. Town budget will be first this year. Balloting will take place on March 2, from 10-2 pm at the Cavendish School. Voting information is posted on the town posting boards at the Village Green in Proctorsville (attached to the bus stop) and at the Cavendish Town Office. The Town’s Annual Report includes a Sample Ballot for March 2. School budget voting, for both GMUHS and Cavendish Elementary, are now done by Australian ballot on March 2.

3. Second Photograph of Phineas Gage Found
A second photograph of Phineas Gage has been found. In 1848, Gage, was working on a railroad track in Cavendish when a tamping iron went through his head. Dr. John Harlow documented his injury and recovery in various medical journals, making Gage the first well documented case of traumatic brain injury. This new image, copies of which are in the possession of two different branches of the Gage family, depicts the same subject as the daguerreotype identified in 2009. The third group ride for the Cavendish Green Mountain Snow Fleas Snowmobile Club is to the home of Steve Turco on Hawks Mountain. Club members will meet at the club’s Food Shack at 10 a.m. for the ride. Members are to bring their own food and beverages to drink. 1. Cavendish Water Tests Results Differ from the Tap and the Source
The new filtration system is working very well, yielding levels of iron and manganese (Mn) well below the accepted standards. Several years ago, Dave Duquette, the town water’s operator explained that even though the water at the source would be clean, it would be months before the same quality would be coming from the tap. He explained that even with flushing and the cleaning of the water tanks, which were conducted in late October, the system is quite complex and there are seasonal variations. In short, water users should expect a delay in the water quality improving at the same rate as the source water.
Residents have recently begun to test their water and are definitely finding much higher rates of manganese (Mn) than what the town reports from the source. The standard is 0.05 mg/L. The town is reporting 0.02 mg/L. Jo Frye recently tested three buildings in Proctorsville and found the following levels of Mn:
• Village Clipper Building and Cavendish Elementary School- .19 mg/L
• St. James Church .28mg/L
Frye took her samples to Aquacheck, the same lab the town uses. Other Proctorsville residents have started testing their water, also using this lab. One Proctorsville resident reported a level of 0.11mg/L for Mn from their tap.
Aquacheck staff concurred with Duquette that the problem isn’t with the water source, which is testing very clean, but rather in the pipes, both town and residents. There is considerable corrosion and build up over the years, and places where there are bends and elbows have even more build up. They estimate that it would be over a year for the pipes to completely be flushed and the water coming from the tap in homes and businesses would match the water source quality.
Aquacheck also noted that the additives used to make the medium for the bacteria reduces the acidity of the water, so it will take longer to eat through years of build up. Because the levels are now so much lower, there is the possibility that home filtration systems (the kind you attach to your kitchen sink) could easily clean up the remaining Mn and iron while we wait for the pipes to finally clean out. However, systems like Britta and Purr, the cheapest of the sink filters, are not designed to remove Mn. The resident with the 0.11 mg/L for Mn tried a Purr filter and them tested the water. The Mn level dropped down to 0.08 mg/L, and not the 0.05 mg/L standard, let alone the town’s reported 0.02 mg/L

Continuing its tradition, the Cavendish Community and Conservation Association will hold Candidates’ Night on Wednesday, February 24th at 7:00 p.m. at the Cavendish Town Elementary School in Proctorsville. The forum will address all issues on the 2010 ballot and town officials will be present to discuss them. This includes the town and school budgets. Although there are no contested races on the ballot this year, candidates will be asked to make short statements and answer voters’ questions. The meeting is open to all Cavendish citizens and residents.
4. Cavendish Old Home Day 2010
The Cavendish Historical Society is planning Cavendish Old Home Day for July 3 (Saturday) on the Cavendish Green. We are sending out notices now, so community groups, artists and local business owners can plan ahead. This is a wonderful opportunity for the community to gather, enjoy time with friends, make the community aware of what you are doing, and hopefully raise some money. Last year we had the highest number of vendors to date. It's a wonderful time for many of the second homeowners to meet their neighbors and find out what's available to them locally. We also encourage our second homeowners to become involved as well. As always, there will be a kid vendor area as well as special activities for kids.
There is no charge for a booth. You are required to bring your own table, chairs, tent and be responsible for your own clean up. The sooner we know if you plan to participate, the more you can be assured of having the space you want. If you require electric hook ups, we need to know this in advance. In order to avoid duplication, please let me know what type of products you will be offering, or what other activities you might like to do.
The Historical Society has chosen the 1940s as their theme for 2010 and we will be providing games and other activities that relate to this theme.

Gethsemane Episcopal Church is announcing the formation of a free adult Charity Crafts Workshop. Hearing about people in need makes us want to get busy. Our goal, is to share the fellowship and joy of making something to donate to people in need. The Gethsemane Parish Hall will be open as a studio with worktable space on Wednesdays, starting March 3, from 10 until 12 noon. Please dress casual, bring your ideas; patterns and projects to share. Based on an Agatha Christie novel, this mystery directed by Billy Wilder concerns an esteemed and aging lawyer (Charles Laughton). On the eve of retiring, he takes on the defense of an alleged murderer (Tyrone Power, in his final film performance) accused of killing a wealthy widow for her money. Things get complicated when the accused murderer’s only alibi, his wife (Marlene Dietrich), decides to testify for the prosecution. Nominated for six Academy Awards and four Golden Globe awards, “Witness” is an engrossing drama with a flawless cast, including Elsa Lanchester who won a Golden Globe for her supporting role as a long-suffering nurse. 1. Public Hearing on Cavendish Ancient Roads
A Public Hearing was held on February 8 in order to receive comments regarding three roads identified by the Cavendish Ancient Roads Committee as needing a determination as to whether the Town maintains ownership of the roads and to determine whether the Town shall include these roads on the Town of Cavendish Inventory of Town Highways and Town Highway Map. The roads and the decision of the Select Board were as follows:
• Chapman Road, also known as the Stone Church Rd, in Cavendish: The road is on the western side of the Stone Church and connects 103 to High Street. The Select Board voted to keep the road classified as a Class 4 road. This designation puts the road on the map but there is no obligation to maintain it.
• Swift Road: Five property owners have lots embedded in the Proctor Piper State Forest. The property owners were present as having a designated trail or road impacts access to their property and ultimately property values. This has been an ongoing issue between the State of Vermont and the property owners. The Select Board voted to include Swift Road in the Ancient Roads inventory as an unidentified corridor. This gives the town some time to look at the issue.
• Knapp Pond area: Similar to the property owners in the Proctor Forest, one owner needs to have at least a portion of Old County Road included. The Board voted to include Old County Road in the town inventory and on the map, but will look at reducing its length in subsequent meetings.
2. Select Board Meeting February 8
At the most recent Select Board meeting, the following items were discussed:
• Energy Grant: the towns grant application made it through the first rounds of cuts and will be submitting an application for a $50,000 energy efficiency grant in a few weeks. A 10% match will be required. Rich Svec, town manager, explained that between in kind contributions and other funds, the total match would be closer to 16%. It is hoped that having this much in a match will increase changes at being awarded the full $50,000. Proposed projects include:
- Town Office: Insulation of the attic with a foam cell product; replace boiler; install a programmable thermostat; replace all of the lighting including LED lighting for the outside
- Town Garage: Replace windows with thermal panes; insulation; sealing cracks; lighting
- Library: Thermal curtains for windows; film to reduce heat transmission on sky lights; remote to open skylights for venting purposes
• Town Report: The Report needs to be distributed 10 days prior to town meeting. The Report is currently at the printers and will be distributed in the coming weeks.
• Depot Street Bridge: Because of the weight issue, Rich Svec planned to place Jersey barriers on opposites sides before the bridge and orange barrels to block the one side, creating a one-way bridge. Traffic would be one way go from Route 103 (Golden Stage Inn) to Route 131 (Six Loose Ladies). Svec has learned that this is not an acceptable plan to the Vermont Agency of Transportation (VAT) and that barriers would be needed to divide the bridge. When questioned about the weight issue, VAT said the concrete barriers weren’t that heavy. In August, the Vermont Agency of Transportation (VAT) sent a warning to the Town about the condition of the bridge. This letter stated that within 60 days of the posting of the letter, the Select Board needed to respond about which recommendation they would follow, properly barricade, control, and close the upstream half of the bridge to traffic based on the state’s recommendation; will properly repair and/or replace deteriorated t-beams and associated supporting seating area; will properly repair hole in deck near the pier. 3. Fun with Shakespeare Workshop in Cavendish
In April there will be an exciting theater event in Cavendish for adults and teens. New York actor and musician Jamie Ward will work with participants in his “Fun With Shakespeare” workshop that will culminate with a performance. Last summer Jaime worked with kids in Ludlow’s summer recreation program to put on a show at Ludlow Town Hall that had young performers spouting Shakespeare in humorous skits and dramatic scenes.
One of the great things about Jamie’s “Fun With Shakespeare” workshop is that there is little or no memorization required. There also is no need for costumes and scenery, making for less work and more fun!
An afternoon workshop will take place on Saturday April 17, followed by a second afternoon workshop on Sunday April 18, then a potluck before the evening performance for the public.
There will be space for up to twenty participants and the workshop is free to all through generous funding from the Cavendish Community Fund and the Cavendish Theater Group.
The two workshops and final performance will take place in the Gethsemane Episcopal Church in Proctorsville.

5. Calendar of Cavendish Events Feb. 12-19
February 12 (Friday): The Black and White Film series continues with “Lost Horizon.” The film begins at 7 pm at the Cavendish Elementary School in Proctorsville. Considered one of director Frank Capra’s most inspired films, it won two Academy Awards in 1937 and inserted the term “Shangri-La” into American vocabulary. It follows the story of English diplomat Robert Conway (played by Ronal Colman) who must leave China in 1935 and return to England to accept a new post. Before leaving, he has one last task---to rescue 90 Westerners in the city of Baskul. He flies out with the last few evacuees, just ahead of armed revolutionaries. Unbeknownst to passengers, the pilot is replaced and their airplane is hijacked. It runs out of fuel and crashes deep in the Himalayas. The group is rescued and taken to Shangri-La, an idyllic valley sheltered from the outside world. Its contented inhabitants are led by the mysterious High Lama (played marvelously by Sam Jaffe). Initially anxious to return to civilization, most of the newcomers grow to love their new home. But is it really the utopia it appears to be? FMI: 226-7187

The snowmobile clubs of Shrewsbury, Mount Holly, Cavendish and Ludlow will participate. 1. Public Hearing on Cavendish Ancient Roads
A Public Hearing was held on February 8 in order to receive comments regarding three roads identified by the Cavendish Ancient Roads Committee as needing a determination as to whether the Town maintains ownership of the roads and to determine whether the Town shall include these roads on the Town of Cavendish Inventory of Town Highways and Town Highway Map. The roads and the decision of the Select Board were as follows:
• Chapman Road, also known as the Stone Church Rd, in Cavendish: The road is on the western side of the Stone Church and connects 103 to High Street. The Select Board voted to keep the road classified as a Class 4 road. This designation puts the road on the map but there is no obligation to maintain it.
• Swift Road: Five property owners have lots embedded in the Proctor Piper State Forest. The property owners were present as having a designated trail or road impacts access to their property and ultimately property values. This has been an ongoing issue between the State of Vermont and the property owners. The Select Board voted to include Swift Road in the Ancient Roads inventory as an unidentified corridor. This gives the town some time to look at the issue.
• Knapp Pond area: Similar to the property owners in the Proctor Forest, one owner needs to have at least a portion of Old County Road included. The Board voted to include Old County Road in the town inventory and on the map, but will look at reducing its length in subsequent meetings.
2. Select Board Meeting February 8
At the most recent Select Board meeting, the following items were discussed:
• Energy Grant: the towns grant application made it through the first rounds of cuts and will be submitting an application for a $50,000 energy efficiency grant in a few weeks. A 10% match will be required. Rich Svec, town manager, explained that between in kind contributions and other funds, the total match would be closer to 16%. It is hoped that having this much in a match will increase changes at being awarded the full $50,000. Proposed projects include:
- Town Office: Insulation of the attic with a foam cell product; replace boiler; install a programmable thermostat; replace all of the lighting including LED lighting for the outside
- Town Garage: Replace windows with thermal panes; insulation; sealing cracks; lighting
- Library: Thermal curtains for windows; film to reduce heat transmission on sky lights; remote to open skylights for venting purposes
• Town Report: The Report needs to be distributed 10 days prior to town meeting. The Report is currently at the printers and will be distributed in the coming weeks.
• Depot Street Bridge: Because of the weight issue, Rich Svec planned to place Jersey barriers on opposites sides before the bridge and orange barrels to block the one side, creating a one-way bridge. Traffic would be one way go from Route 103 (Golden Stage Inn) to Route 131 (Six Loose Ladies). Svec has learned that this is not an acceptable plan to the Vermont Agency of Transportation (VAT) and that barriers would be needed to divide the bridge. When questioned about the weight issue, VAT said the concrete barriers weren’t that heavy. In August, the Vermont Agency of Transportation (VAT) sent a warning to the Town about the condition of the bridge. This letter stated that within 60 days of the posting of the letter, the Select Board needed to respond about which recommendation they would follow, properly barricade, control, and close the upstream half of the bridge to traffic based on the state’s recommendation; will properly repair and/or replace deteriorated t-beams and associated supporting seating area; will properly repair hole in deck near the pier. 3. Fun with Shakespeare Workshop in Cavendish
In April there will be an exciting theater event in Cavendish for adults and teens. New York actor and musician Jamie Ward will work with participants in his “Fun With Shakespeare” workshop that will culminate with a performance. Last summer Jaime worked with kids in Ludlow’s summer recreation program to put on a show at Ludlow Town Hall that had young performers spouting Shakespeare in humorous skits and dramatic scenes.
One of the great things about Jamie’s “Fun With Shakespeare” workshop is that there is little or no memorization required. There also is no need for costumes and scenery, making for less work and more fun!
An afternoon workshop will take place on Saturday April 17, followed by a second afternoon workshop on Sunday April 18, then a potluck before the evening performance for the public.
There will be space for up to twenty participants and the workshop is free to all through generous funding from the Cavendish Community Fund and the Cavendish Theater Group.
The two workshops and final performance will take place in the Gethsemane Episcopal Church in Proctorsville.

4. Candidates Forum
A preview of the town and school warnings, as well as a candidate’s night, will be held on Feb. 24, 6:30 pm at the Cavendish Elementary School in Proctorsville. This meeting is held each year so people have a chance to understand issues prior to Town Meeting and voting.

February 12 (Friday): The Black and White Film series continues with “Lost Horizon.” The film begins at 7 pm at the Cavendish Elementary School in Proctorsville. Considered one of director Frank Capra’s most inspired films, it won two Academy Awards in 1937 and inserted the term “Shangri-La” into American vocabulary. It follows the story of English diplomat Robert Conway (played by Ronal Colman) who must leave China in 1935 and return to England to accept a new post. Before leaving, he has one last task---to rescue 90 Westerners in the city of Baskul. He flies out with the last few evacuees, just ahead of armed revolutionaries. Unbeknownst to passengers, the pilot is replaced and their airplane is hijacked. It runs out of fuel and crashes deep in the Himalayas. The group is rescued and taken to Shangri-La, an idyllic valley sheltered from the outside world. Its contented inhabitants are led by the mysterious High Lama (played marvelously by Sam Jaffe). Initially anxious to return to civilization, most of the newcomers grow to love their new home. But is it really the utopia it appears to be? FMI: 226-7187

Police seek suspect in Cavendish burglary
CAVENDISH — Police are investigating a burglary that took place earlier this week.
Between Sunday and Wednesday, someone broke into a home on Johnson Road and stole several items from the residence. Anyone with information about the crime or who saw suspicious activity in the area during that time is asked to call the State Police Rockingham Barracks at 875-2112.

Springfield Humane Society is looking to have low cost spay/neuter clinics in Cavendish and Ludlow. They would like to hold a clinic in Cavendish on June 1 (Tuesday) for Cavendish and August 10 (Tuesday) for Ludlow though those dates can be swapped if needed. They will be spay/neuter mostly cats, but there would be slots for dogs. The cost would be $30 males and $35 females.
They are in need of a site(s), preferably free. Springfield Humane Society is a 5013c registered non-profit, which means all contributions are tax deductible. The space needs to be heated with hot and cold water available for washing and a bathroom. An enclosed space for kitty escapes is a plus. They prefer limited stairs, as they need to carry lots of equipment in and out. In the past they have used churches, schools, granges, and fire stations.

February 5 (Friday): Six Loose Ladies is sponsoring a Free Charity Knits Group on the first Friday of every month between 10:30 and 12:30 in Proctorsville. We are using donated yarn to complete simple projects from “A Charity Guide for Knitters” by Debbie Macomber. Patterns include projects for Mariner's Christmas at Sea (acrylic scarf & hat); Operation Helmet Liner (black & dark grey wool) and infant pullover.
• The Black & White Nights Film Series will show the Oscar winning film “Hud” at 7 pm at the Cavendish Elementary School in Proctorsville. In 1963 Paul Newman was cast as an angry young rancher and won an Oscar nomination for his smoldering portrayal of Hud Bannon, modern-day cowboy. In “Hud” we see Newman dig deep to play the cocky young man at odds with his father, a law-abiding cattleman played by Melvyn Douglas. Hud is cocky, hard-drinking and arrogant, a handsome womanizer who drives a pink Cadillac convertible. One of his famous lines in the film is, “The only question I ever ask any woman is, What time is your husband coming home?” The age old conflict between a selfish son and an unyielding father plays out dramatically in this film set in the dry hills of Texas ranch country. It is one of Newman’s most memorable roles.

February 2 (Tuesday): Groundhog Day
• GMUHS Booster Club Meeting, 7 pm at the school
February 3 (Wednesday): Planning Commission Meeting, 6:30 pm at the Cavendish Town Office.
February 4 (Thursday): Sit & Knit" at the Six Loose Ladies yarn shop, Pollard Building, Proctorsville Green, 2:00 -9:00 PM. Open to knitters, spinners, crocheters, hookers. Free. FMI: 226-7373
February 5 (Friday): Six Loose Ladies is sponsoring a Free Charity Knits Group on the first Friday of every month between 10:30 and 12:30 in Proctorsville. We are using donated yarn to complete simple projects from “A Charity Guide for Knitters” by Debbie Macomber. Patterns include projects for Mariner's Christmas at Sea (acrylic scarf & hat); Operation Helmet Liner (black & dark grey wool) and infant pullover.
• The Black & White Nights Film Series will show the Oscar winning film “Hud” at 7 pm at the Cavendish Elementary School in Proctorsville. In 1963 Paul Newman was cast as an angry young rancher and won an Oscar nomination for his smoldering portrayal of Hud Bannon, modern-day cowboy. In “Hud” we see Newman dig deep to play the cocky young man at odds with his father, a law-abiding cattleman played by Melvyn Douglas. Hud is cocky, hard-drinking and arrogant, a handsome womanizer who drives a pink Cadillac convertible. One of his famous lines in the film is, “The only question I ever ask any woman is, What time is your husband coming home?” The age old conflict between a selfish son and an unyielding father plays out dramatically in this film set in the dry hills of Texas ranch country. It is one of Newman’s most memorable roles.
• Winter Carnival begins in Ludlow
February 6 (Saturday): Cavendish Snow Flea Snowmobile Ride for Club members, weather and snow conditions permitting. Ride is to the camp of Jon Springer in Barnard. The group members will meet at 9 a.m. at the club’s Food Shack for the ride. Members are to bring their own food and beverages to drink. There will be a grill available at the camp if anyone wants to grill his or her food.
• Dinner sponsored by the GMUHS Cheerleaders in the Café prior to the Green Mt. Festival Series Event.
• Winter Carnival in Ludlow
February 7 (Sunday): Super Bowl Sunday. This is the one day a year that American Pie Pizza in Ludlow does deliveries. The Goodmans of Proctorsville, the owners of American Pie, will also have a big screen TV and lots of munchies at the store.

February 13 (Saturday): The Cavendish Cares Team will be hosting a bake sale from 2-6 pm outside Shaw’s in Ludlow. Proceeds will benefit Heifer International, which provides education and livestock to poor families throughout the world, including Haiti and the United Sates. February 14 (Sunday): Happy Valentine’s Day! Happy New Years! (Chinese-It is the Year of the Tiger for the year 4707)
• Cavendish Snow Flea Snowmobile Ride for Club members, weather and snow conditions permitting. This is a Tri-Club Poker Run and is 65 mile ride. The snowmobile clubs of Shrewsbury, Mount Holly, Cavendish and Ludlow will participate. Cavendish Green Mountain Snow Fleas will meet at 8 a.m. at the club’s Food Shack for the Poker Run and leave by 8:30 a.m. The cost is $10 per hand and each participant can have a maximum of four hands. There will be five punches on each hand during the ride. There are also prizes awarded for the best poker hand: First prize is $350.00, Second prize is $250.00 and Third prize is $150.00. All proceeds will go to the Friends of Sandra fund to perpetuate music and her legacy in Vermont through a concert series and hopefully music scholarships.
