May 1 (Saturday): Green Up Day Vermont! Green up bags are available from the Town Office and can be taken for free to the Transfer Station during normal hours. FMI: 226-7291.
• Little League Parade in Cavendish. Will go from the school to Greven Field off of Route 103. Parade starts around 9.
• The Ludlow Ambulance Service. is hosting a pasta dinner to benefit Proctorsville resident and CTES student Alyssa Ripley’s Heifer International team at their facility on West Hill Road. The menu includes pasta, lasagna, salad, desserts and more. Take out available. Adults $10, Kids $5. FMI: 226-7933

May 3 (Monday): GMUHS School Board Meeting
May 4 (Tuesday): Cavendish Green Up Day. Starting at 2 pm, crews will assemble, pick up supplies and area assignments at the Town Highway Garage on Main Street (Rt 131). The Town will supply work gloves, green up bags and safety vests. The Transfer Station will be open between 4:30 and 5:00 to receive items collected. A BBQ takes place on the Cavendish Green immediately following Green-Up.

May 5 (Wednesday): Erosion Assessment of the Black River, 6:30-7:30 at the Cavendish Town Hall. The Cavendish Planning Commission is sponsoring a free educational public meeting to learn about the ongoing flood and erosion problems associated with the Black River in Cavendish and surrounding towns. See article 4 below.
May 8 (Saturday): The Southern Windsor/Windham Counties Solid Waste Management District, of which Cavendish is a member, will hold free household hazardous waste collections at the Springfield Transfer Station and Recycling Center from 9-12 and at the Rockingham Transfer Station 2-5 pm. Bring aerosols, antifreeze, automotive products, gasoline, hobby chemicals, household cleaners, kerosene, paint cleaners, pesticides, oil based paints, pool chemicals, mercury thermometers and mercury thermostats. Do not bring latex paint (thicken and trash it), waste oil (service stations may take it, fluorescent bulbs (transfer station), ammunition, asbestos, auto batteries (transfer station), alkaline batteries, fireworks, medical waste, computers (transfer station) or radioactive material.

Vermont’s New Law for E-Waste Recycling

4. Public Meeting: Erosion Assessment of the Black River
On Wednesday, May 5, from 6:30-7:30 at the Cavendish Town Hall, the Cavendish Planning Commission is sponsoring a free educational public meeting to learn about the ongoing flood and erosion problems associated with the Black River in Cavendish and surrounding towns. The river flows through the Villages of Proctorsville and Cavendish, and has experienced historic flooding events, notably in 1927 when the river jumped its banks, bypassing Cavendish gorge, and created a gully through lower Main Street and destroyed buildings, roads and land. Historic development along the river, and straightening, dredging and windrowing of the channel have resulted in reduced access to floodplain areas and riverbank erosion. A presentation by the Southern Windsor County Regional Planning Commission (SWCRPC) will involve a discussion of:
• Results of the assessment of the Black River;
• Identify potential flooding and erosion risks;
• Strategies to address these risks.
In coordination with VANR, the SWCRPC completed this river assessment in 2009 as part of their water quality and emergency planning programs. The results of this study will help to inform both the Regional and Cavendish Hazard Mitigation Plans.
5. Cavendish Business Directory April 2010 edition Now Available
In the 1869 Beers Atlas, there were 53 businesses listed in the “Town of Cavendish Business Directory,” which included Proctorsville. In the April 2010 edition, compiled by CHS, there are 127 businesses. In both, home-based business, or self-employed, was the norm. However, in 1869, there were 21 farms versus the two listed in the most recent edition. Jobs such as tanners, carriage maker, blacksmith, wheelwright do not appear on our current list. The woolen industry, with four related businesses, is still present today in the form of Six Loose Ladies, fiber shop in Ludlow and several fiber artists. Interestingly, no artists appeared in the 1869 version, but Cavendish boosts a growing number of them.

6. Paulette Martel Artist of the Month
In May, Paulette Martel’s work will be featured in the Redfield Proctors Room at the Cavendish Library. Paulette is a long time friend of the library, having served as a board member for a year and has finally consented to display her lovely quilts

2. Cavendish Quilt Show
As part of Old Home Day weekend, July 3-4, the Cavendish Historical Society (CHS) is hosting a “Cavendish Quilt Show” as the annual art show in the Stone Church. CHS is seeking quilts, of any era, that have been made and/or used in Cavendish. We welcome all types and styles of quilts. The show will be mounted on July 2 and does not require the owner/quilter be present during the show. We do want a brief description of the quilt, who made it and other relevant information. If you have a quilt(s) you would like to display, please contact margoc@tds.net or call 226-7807.
3. CCCA Sponsors Change The World Kids.
The Cavendish Community and Conservation Association will sponsor a presentation on Wednesday, April 28th at 6:00 p.m. by a terrific group of kids from an organization based in Woodstock called Change The World Kids (www.changetheworldkids.org) who will discuss their mission and their work. The presentation will be held at Crows Bakery on Depot Street in Proctorsville.
They are an energetic group of middle and high school age youth undertaking humanitarian and environmental efforts to make a positive difference in local communities and across the globe. They have a wide variety of interests, talents, and personalities, and go to different schools, but they share a dream. Formed ten years ago in the Upper Valley area of Vermont, they became a non-profit corporation in 2003. Now chapters of Change the World Kids are forming across the United States.
They get together to help individuals in their community with activities such as weatherizing homes, cutting brush and stacking wood. They also look beyond the borders of their own town to other communities both in this country and afar. Projects to help preserve the rain forest in Costa Rica and to raise funds for the relief efforts in Haiti are some of the endeavors they have undertaken.

4. CCF Accepting Applications for Spring 2010 Grants
The Cavendish Community Fund has announced that it is now accepting applications for grants that will be awarded this spring. The deadline for applying is May 15, 2010. Applications are available at Crow’s Bakery on Depot St. in Proctorsville, Cavendish Town Offices on High St. in Cavendish and online at www.Cavendishccca.org
CCF inaugurated its program of giving cash grants to organizations for educational and cultural projects, programs and events in 2007. Awards have been given to a variety of schools, churches, other non-profit organizations and citizens for Cavendish events. While individuals are allowed to apply, they are strongly encouraged to partner with a local non-profit organization.
Projects, programs or events must directly benefit the Cavendish community in some way. A panel of local citizens reviews all applications and recommends the ultimate grantees based on the quality and feasibility of each proposal. Grants are not expected to exceed $1,000 each and will depend primarily on the number of applications and the amounts requested.

5. Last Year’s Blight on This Summer’s Garden
According to the UVM Extension Service, The good news about this disease [blight] is that is does not over winter in Vermont. The pathogen can live only on live tissue, not on stakes, in seed, on cages or on greenhouse plastics. The only place the pathogen could over winter in Vermont is on an infected plant kept alive throughout the winter in a greenhouse or on potato tubers that were infected last fall from spores washing into the soil from the leaves. If these infected tubers survived the winter in the field or compost pile they could re-sprout in the spring and be a source of the disease. Gardeners should scout early in the season for any volunteer potato plants sprouting from tubers missed in the garden and destroy when found, to eliminate any chance of the pathogen. Potatoes harvested last year and stored should not be used for seed. Purchase certified disease free seed and choose more resistant varieties like Elba, Rosa, Defender, Ozette, Jacqueline Lee, Kennebec, Sebago and Allegheny to avoid the disease. Do not plant potatoes in the same area of the garden as last year since this would make it hard to catch potentially infected volunteers…… Hopefully, we will not have the same wet weather this next growing season that was so conducive for the disease. I suspect there will be better and more thorough scouting for the disease at the greenhouses where the infected tomato plugs were grown up into saleable size before transfer to stores and outlets. Gardeners should try to purchase local tomato transplants. A list of Vermont growers producing local tomato transplants is available through the UVM Extension Master Gardener website at http://www.uvm.edu/mastergardener/ There is some varietal resistance to the disease in tomatoes, so consider some of these in your garden this year. Earlier this month, there have reports of a large garbage patch in the Atlantic Ocean. 9. Summer 2010 Play, “Tourist Accommodated,” Casting Call May 6
This summer the Cavendish Players will be performing "Tourists Accommodated" by Dorothy Canfield with input from her neighbors. The play is based upon on actual experiences of what happens when‘city folk” visit the country . The result is a pleasing, familiar comedy, specially fitted to the needs of small theatrical groups. There are plenty of parts of varying lengths, as well as opportunities for singing and dancing. Kata Welch will once again direct. The performances, dates to be named shortly, usually occur at the end of August.

9. Summer 2010 Play, “Tourist Accommodated,” Casting Call May 6
This summer the Cavendish Players will be performing "Tourists Accommodated" by Dorothy Canfield with input from her neighbors. The play is based upon on actual experiences of what happens when‘city folk” visit the country . The result is a pleasing, familiar comedy, specially fitted to the needs of small theatrical groups. There are plenty of parts of varying lengths, as well as opportunities for singing and dancing. Kata Welch will once again direct. The performances, dates to be named shortly, usually occur at the end of August.

SHAKESPEARE IN PROCTORSVILLE 4/18/10
Come watch your friends and neighbors make the most of Shakespeare this Sunday at 7:00 at Gethsemane Episcopal Church in Proctorsville!. After spending a weekend working with New York actor and director Jamie Ward, a talented group of locals will put on a short program called Playing With Shakespeare. There will be skits, word play, monologues, humor and drama, all designed to make Shakespeare fun for folks who ordinarily would never get up on stage to recite the words of the Bard of Avon. The performance is free but donations will be appreciated to fund future theater events in Cavendish. We hope to fill up the little church with the magic of Shakespeare---and we need you to help make it happen!

The following items were discussed at Monday night’s, April 12, Select Board Meeting:
A. Helipad at 1807 Heald Rd: David Coutu, property owner, has provided additional amendments to try and obtain the Select Board’s approval of his plan to build a helipad on his property. In the fall of 2008, the SB voted 3 to 2 against the project. This decision was based on a report from the Planning Commission, as well as a public hearing. At that time, the town’s approval was being sought as part of the Vermont Agency of Transportation’s permitting process. The Select Board voted unanimously to let their previous vote not to support this project stand.
Coutu and his attorney both spoke, expressing the opinion that since the town has no zoning, they can’t have a position in this matter. Coutu stated that he had purchased 150 acres so he could do what he wanted and that he had done everything possible to be accommodating. He will continue to fight this issue and thought it was unfortunate that the Cavendish tax payer would have to bear the brunt of the legal actions that he will bring against the town.

B. Town Constable Position: The SB voted to draw up a “scope of service” for the constable position. In addition, they will appropriate funds for Seth Perry, newly elected to this position, to take the tests in preparation for the various law enforcement-training programs. The Scope of Service approved by the SB will determine the extent of training required. At this juncture, Perry’s duties have been limited to helping with traffic and animal control.
C. Approval of Liquor and Tobacco Licenses: The following stores have been approved for second-class license for liquor and tobacco: Williams Country Store, Bennett’s Cavendish General Store, and Singleton’s. The following establishments have been approved for second-class liquor license: The Cavendish Pointe Hotel, The Castle and Pleasant Valley Food.
2. Cavendish Spring Hydrant Flushing
The Cavendish Municipal Water System will be flushed April 21 (Wednesday)-April 23 (Friday) during the hours of 9-5. System users are reminded that flushing hydrants may cause temporary discoloration and turbidity of the water. Users are advised to avoid drinking the water or washing clothes (especially whites) while discoloration is in evidence. Following hydrant flushing in your area, users should run cold water until it clears before resuming normal use. It is also advisable to flush individual water heaters after the water clears following a hydrant flush in your area.
The flushing program allows the pipes to be purged and the hydrants checked for proper operation. It is very important for system maintenance that this takes place each spring and fall. The Cavendish Municipal Water System apologizes for any inconvenience this may cause. Questions, or addition information, should be directed to 226-7291
3. Cavendish Green-Up Activities
Marking Vermont’s 40th anniversary, May 1 (Saturday) is the state’s official Green-Up Day. Any one who would like to participate on this Saturday may pick up official Green-Up bags at the Town Office during the week prior, do roadside clean-up on Green-Up Saturday (or any day during the week prior) and then take the filled bags and other debris collected to the Cavendish Transfer Station on May 1 for free disposal. Those collecting trash on their own can also do free disposal on April 27 (Tuesday) and participate in the Green-Up Day BBQ.
When picking up bags, let the Town Office know what areas you plan to cover with your Green-Up activities. There is a need for adults to pick up trash and recyclables on Twenty Mile Stream and Tar bell Hill Roads. These areas pose risks for young children and the town would prefer to have them work away from high traffic areas.
Due to the early spring weather, the Cavendish Green-Up Day will take place on April 27 (Tuesday) starting at 2 pm. Black River Good Neighbor Services is holding a gigantic Spring Rummage Sale at Fletcher Farm on Friday, Saturday and Sunday, May 21, 22 & 23 from 10am until 4pm. All monies raised will help cover utilities/fuel cost, food and rent assistance for those who qualify and live in Ludlow, Mt. Holly, Proctorsville, Cavendish and Plymouth.
Here is what you can do to help:
1) If you have anything to donate, please call Audrey Bridge at 802-228-3663 to arrange a drop off time. Drop offs will be accepted at Fletcher Farm starting May 15th but be sure to call so someone can be scheduled to meet you and accept your donation. Fletcher Farm’s Barn is located at 611 Route 103 S. Summer clothing will be especially welcome. Furniture will be accepted gratefully (nothing broken or torn please). Please do not donate items that are stained, ripped or broken. If you are unable to drop off a furniture donation, it can be picked up by our volunteers if arrangements are made in advance.
2) If you have a vehicle and some time, Black River Good Neighbor Services could use your help to move items from the Thrift Shop on Main Street to Fletcher Farm.
3) Volunteers are needed to help work the sale as well as setup, so please come and help.
4) There will be a table selling baked goods. So, if you can bake an item to donate for selling, please do so. This proved to be a very popular addition last fall.
5) Please come and buy some of the great bargains.

The Cavendish Fletcher Community Library will be holding a series of adult education classes on basic computer skills. The classes will run for five weeks on Tuesday’s beginning on April 27 at 2:00 in the Redfield Proctor Room of the library. Each class will last approximately 1 hour and cover such topics as basic computers use, e-mail, social networking, web skills, and word processing and library programs. Students may sign up for one or all of the classes. A limited number of computers are available for student use, or students may bring their own computers. Please contact Kata at 226-7503 for more information or to sign up for a class.
7. Pasta Dinner to Benefit Proctorsville Student’s Heifer Project
On May 1 (Saturday), the Ludlow Ambulance Service is hosting a pasta dinner, at their facility on West Hill, to benefit Proctorsville resident and CTES student Alyssa Ripley’s Heifer International team. The menu includes pasta, lasagna, salad, desserts and more. Take out available. Cost is $10 for adults and $5 for kids. FMI: 226-7933

April 17 (Saturday)- April 18 (Sunday): New York actor and musician Jamie Ward will work with participants in his “Fun With Shakespeare” workshop that will culminate with a performance. An afternoon workshop will take place on Saturday April 17, followed by a second afternoon workshop on Sunday April 18, then a potluck before the evening performance for the public. There will be space for up to twenty participants and the workshop is free to all through generous funding from the Cavendish Community Fund and the Cavendish Theater Group. The two workshops and final performance will take place in the Gethsemane Episcopal Church in Proctorsville.

April 19 (Monday)-21 (Wednesday) : The Cavendish Fletcher Community Library is looking for help moving some shelving to make the library ADA (American’s with Disabilities) compliant. In order for the shelves to be moved, all of the books must be removed from the shelves in question, as the weight of the books on the shelves would make moving them impossible. Once the shelves are in place, the books must then be placed back on the shelves. Lunch will be provided. If you would like to volunteer, please contact Kata for more information at 226-7503.

1. Restoration of Cavendish Cemetery Markers: Volunteers Needed
During the summer months, many people come to Cavendish to research their ancestors. Seeing the grave of a great grandparent can be a very moving experience. It can also provide new information, such as what middle initial might have stood for, or the exact date of a birth. Some people, by walking through a plot, have learned of family members they never knew about.
Grave markers also offer important clues to a town’s history. It is easy to track outbreaks of epidemics, the sentiments of a particular area, who served in what wars and a lot more.
Cavendish has cemeteries with very old grave markers, including the Revolutionary War and before. While our Cemetery Commission does an excellent job with marginal funds, a number of stones are in need of care. In order to restore them, so they can be read by future generations, as well as honor those who went before us, the Cavendish Historical Society (CHS) is launching a community wide Marker Cleaning Day the Saturday of Memorial Day Weekend.
We are working with the Vermont Old Cemetery Association (VOCA) and the Cavendish Cemetery Commission to clean and repair the grave markers in the seven Cavendish cemeteries. The students at the Cavendish Town Elementary School are also going to be involved in helping with this project.
CHS is seeking volunteers who would like to assist in the various aspects of restoration. Volunteers will be taught and equipped to clean markers. In return we will ask them to be responsible for cleaning certain areas and to help train others.

This year marks the sixth year of the Cavendish Community and Conservation Association’s annual calendar, and the third year of the annual photo contest. The contest provides photos that will grace each month in the calendar. These photos, that reflect our surroundings, are taken by folks residing in Cavendish and Proctorsville.
The theme of this year’s contest is, “Vermont's Beauty through a View of Cavendish.”
As in the past, there will be two contests in one event. First is the judged Cavendish photo contest, in which judges will select one prizewinner for each of three age categories, five to twelve, thirteen to eighteen, and over eighteen. Second is the contest for inclusion in the 2011 calendar. Calendar photos will be selected by vote of Cavendish residents. The photo with the most votes receives the Popular Choice Award.
Entries will be accepted beginning on May 3rd. The contest closes on June 1st. Contest guidelines and rules, and entry forms and instructions on how to enter are available at the Cavendish Town Offices on High Street in Cavendish, at the Cavendish Town Elementary School on Main Street in Proctorsville, and at Crow’s Bakery on Depot Street in Proctorsville.
This year we are making an extra effort to allow more people to see and vote for their favorite photos. We will create a portable photo show that we will display at various locations during June. We are very pleased to be able to present the community's work to the community. Be sure to enter your photo taken in Cavendish for the 2011 calendar. The Cavendish Fletcher Community Library is looking for help moving some shelving to make the library ADA (American’s with Disabilities) compliant. In order for the shelves to be moved, all of the books must be removed from the shelves in question, as the weight of the books on the shelves would make moving them impossible. Once the shelves are in place, the books must then be placed back on the shelves. The library will be moving the shelves and books on April 19-21. Lunch will be provided. 5. April 1 Was a Great for BRGNS Thanks to Okemo Mountain
In a spectacularly successful promotion, Okemo Mountain Resort collected thousands of pounds of food for Black River Good Neighbor Services (BRGNS) food shelf.
On Thursday, April 1st, Okemo Mountain let everyone who came with three items of non-perishable food ski for a drastically reduced price of $10. Many skiers took advantage of Okemo Mountain’s generous offer. Okemo employees and community members who don’t ski donated bags of food as well just to take part in the event.
“So many families will benefit from this tremendous show of support that it’s almost impossible to express our overwhelming gratitude to Okemo and the generous folks who took part in the day’s donation and activities” said Audrey Bridge, Director of BRGNS’s Food Shelf and Thrift Shop.
Jim Fuller, President of Black River Good Neighbor Services Board of Directors said “We want the employees of Okemo Mountain to know how much we appreciate their hard work in collecting, loading and transporting the food. They deserve our grateful acknowledgement for the important part they play in the success of this endeavor. And thank you to the Windsor County Youth Services out of Mountain Side House who helped unload and stack the food.” Fuller added “special thanks to Okemo Mountain. Resort Managers Diane and Tim Mueller without whose support none of this would have happened”.

1. Restoration of Cavendish Cemetery Markers: Volunteers Needed
During the summer months, many people come to Cavendish to research their ancestors. Seeing the grave of a great grandparent can be a very moving experience. It can also provide new information, such as what middle initial might have stood for, or the exact date of a birth. Some people, by walking through a plot, have learned of family members they never knew about.
Grave markers also offer important clues to a town’s history. It is easy to track outbreaks of epidemics, the sentiments of a particular area, who served in what wars and a lot more.
Cavendish has cemeteries with very old grave markers, including the Revolutionary War and before. While our Cemetery Commission does an excellent job with marginal funds, a number of stones are in need of care. In order to restore them, so they can be read by future generations, as well as honor those who went before us, the Cavendish Historical Society (CHS) is launching a community wide Marker Cleaning Day the Saturday of Memorial Day Weekend.

There will be space for up to twenty participants and the workshop is free to all through generous funding from the Cavendish Community Fund and the Cavendish Theater Group. 4. Cavendish Receives Energy Efficiency Grant
Cavendish was one of the towns that received an Energy Efficiency Grant. The $50,000 will be used in creating a more energy efficient town office building and town garage. The press release from the Vermont Clean Energy Development Fund reads as follows:
The Vermont Clean Energy Development Fund Board announced today that the Clean Energy Development Fund (CEDF) will award $5.8 million for energy efficiency and renewable energy projects throughout the state.
“The Clean Energy Development Fund is pleased to provide $5.8 million for 147 grants to schools, towns, and cities for energy efficiency and renewable energy projects across the state.” said CEDF Board co-chair Sam Swanson. These grants allocate funds received by Vermont under the Energy Efficiency and Conservation Block Grant (EECBG) program and State Energy Program (SEP) from the federal American Recovery and Reinvestment Act (ARRA). “We are excited to put these funds to work helping to stimulate the economy, create jobs and reduce energy costs in Vermont communities,” said Mr. Swanson.
The CEDF was created under Act 74 established by the Legislature in 2005 to increase the development of renewable energy and combined heat and power technologies. In 2009, Vermont received $31.5 million from the US Department of Energy under ARRA for the EECBG and SEP. The Energy Efficiency and Conservation Block Grant program in the U.S. Department of Energy was created by U.S. Senator Bernie Sanders (I-Vt.) as part of the 2007 energy bill.
“We are fortunate in this economic climate to be able to support such a large number of school and municipal energy projects across the state,” said Robert Dostis, co-chair of the CEDF Board. “These projects will lead to energy and cost savings for these communities for many years to come.” Over 100 towns and schools received support for energy efficiency measures such as insulating their buildings and upgrading to more efficient lighting. Renewable technology awards included installation of wood pellet fired boilers in East Montpelier and Fayston, and a geothermal system at the Sutton School. In addition, four towns received support to develop financial incentive programs for energy efficiency.
The awards were made public at a press conference held on Monday, March 29th, 2010 at South Burlington High School. Speaking at the event were US Senator Bernie Sanders, Governor James Douglas, Speaker of the Vermont House ShapSmith, South Burlington School District Superintendent John Everitt and Sutton School Principal Roberta Stradling.
The CEDF received 323 pre-proposals in December 2009 requesting over $13 million in funding. From this set, 162 applicants were invited to submit comprehensive proposals to support their energy efficiency and renewable energy projects. Applicants submitted proposals for projects in the following categories: Energy Efficiency Retrofits, Financial Incentive Programs for Energy Efficiency, Implementation of Transportation Projects, Renewable Energy Technologies, and Traffic Signals and Street Lighting.

The Cavendish Community Theater is sponsoring a "Playing with Shakespeare" program on April 17th and 18th. This program, directed by actor/musician Jamie Ward, involves two fun-filled afternoon workshops of theater games and experimenting with the language of Shakespeare's time. We recently had a few people that had to back out due to other commitments and we are looking for some men and boys (over 10) to fill in the slots. The workshops will be on Saturday and Sunday from 1-4 with a performance on Sunday at 7PM. There is no memorization required and you can do a few lines or as many as you like. Patterns include projects for Mariner's Christmas at Sea (acrylic scarf & hat); Operation Helmet Liner (black & dark grey wool) and infant pullover.

April 5 (Monday)-9 (Friday): The Cavendish Fletcher Community Library will be hosting the spring Scholastic Bookfair 9:00-6:00 on Monday, 9:00-6:30 Tuesday, Wednesday and Thursday and 9:00-6:00 on Friday. The public is welcome. The theme for the bookfair is “Bookfair Diner, All You Can Read”. There will be several themed contests with patrons having the opportunity to win prizes. There will also be an ice cream social from 2:45-4:30 outside the

An afternoon workshop will take place on Saturday April 17, followed by a second afternoon workshop on Sunday April 18, then a potluck before the evening performance for the public. There will be space for up to twenty participants and the workshop is free to all through generous funding from the Cavendish Community Fund and the Cavendish Theater Group. The two workshops and final performance will take place in the Gethsemane Episcopal Church in Proctorsville.

Cavendish was one of the towns that received an Energy Efficiency Grant. The $50,000 will be used in creating a more energy efficient town office building and town garage. The press release from the Vermont Clean Energy Development Fund reads as follows:
