1. CAVENDISH TOWN SURVERY

If you have not already done so, please complete the Town Survey that was sent last month by the Cavendish Planning Commission.  There are extra paper copies at the Town Office and the survey is available online.  

2. CAVENDISH RELATED NEWS
Cavendish Larceny and Vandalism to a Motor Vehicle: Vermont State Police received a report of a larceny and vandalism to a motor vehicle at 695 Main Street,  (Patrick Spaulding) in the Town of Cavendish.  The suspect(s) vandalized and stole undisclosed amount of auto parts and accessories sometime between 11/20-11/26/12. If you have any information relating to this crime, please contact Trooper Bryson Lunderville of the Vermont State Police, Rockingham Barracks at, 802/875-2112

Christmas Tree and Wreath Sale: Cavendish and Proctorsville Fire Dept’s annual Christmas Tree sales will be taking place on Dec 1st, 2nd, 8th, and 9th, from 9am to 4pm. Trees start at $30 and Proctorsville also has wreaths ($15) with a bow. On Saturday the 8th Santa will be arriving on a fire truck at 10am. Bring the kids by for a picture and to give their Christmas lists to Santa. While you’re there enjoy a free cup of coffee and a homemade doughnut. Don't forget to check out the new FEMA funded Tanker Truck.

Rising Teacher’s Health Insurance Could Cost Taxpayers: Analysis from the Vermont Education Health Initiative suggests insurance premiums for teachers will go up roughly 14 percent for the 2013-2014 school year. There are three main reasons behind the increase. Tops is a rise in claims-- teachers are seeking more medical care, including a large increase in specialized care, like cancer treatment. Second, the recession hurt VEHIs investments, reducing financial reserves. And third, rising costs from new benefit mandates and health care reforms. WCAX 

3. WATER YOUR CHRISTMAS TREE

With many people already putting up their Christmas Trees, it’s important to water them. The Proctorsville Fire Dept. has posted a link to a video, which shows what happens when you don’t water versus when you do. Please take a minute to watch this video.  The test, as shown in the video,  was conducted by the National Fire Protection Association and Underwriters Laboratories.

PLEASE NOTE: Vandalism is taking place in Cavendish village. In the past week, one person on Main Street reported having items stolen from their car and two people reported, on the back roads that their mailboxes were smashed in. Don’t leave keys in the ignition, or items you want in the car.

No Party Status Seekers for Okemo Community Village: No individuals, groups or abutting landowners applied for party status regarding a proposed recreational residential community at Okemo Mountain Resort on Monday. Timber Creek and five other partners filed a joint application Oct. 22 for an Act 250 permit to build a 208-unit village. The village would consist of 22 single family homes, 32 duplex buildings, nine townhouse condominiums, a base lodge for homeowners, two ski lifts, seven ski trails, access roads, parking lots and a community water system. Holiday Click it or Ticket It: The Vermont State Police will be participating in the national Click It or Ticket campaign and Operation CARE (Combined Accident Reduction Effort) over the holiday period from November 21st – 25th. Operation CARE is a national campaign by state police agencies across the country that have joined together in the endeavor of reducing human suffering on our highways, particularly during the national holidays. 4. IMAGINATION LIBRARY FOR KIDS BIRTH-FIVE
The Ludlow Rotary Club has partnered with the Dolly Parton Imagination Library program.  This program mails a free, new, age-appropriate book to children each month from birth through age five – potentially 60 books per child.  Eligible children are those that reside in Ludlow, Mt Holly, Plymouth, Cavendish and South Reading, about 250 children.  Research shows that children that participate in this type of program not only do better in kindergarten but also throughout their entire academic career – a real boost to our kids!  Forms for registering children for this program are available from local preschools and libraries, Peoples United Bank, Berkshire Bank, and Ludlow Insurance Co. 

The Imagination Library program costs $25 per child per year. The Ludlow Rotary Club has raised significant funds for this program, but additional funding is welcome.  Parents of children in the program are not permitted to contribute to the cost of the books because the books are a gift to the children from the community.  Grandparents and others can send tax-deductible contributions to the LUDLOW AREA ROTARY CHARITABLE FUND, INC. 5. HOLIDAY SHOPPING AT THE FLETCHER FARM SCHOOL

The Fletcher Farm School for the Arts and Crafts fourth annual Holiday Shoppe will be open November 24th through December 30th.  It will be open 7 days a week from 10 a.m. to 3 p.m.  Unique one-of-a-kind crafts that will make great gifts for family and friends will be available, including a wide selection of Holiday ornaments, jewelry, stained glass, marbled items, photography, hooked rugs, wooden toys, and many other selections. Come and do your Holiday Shopping and support this great organization at the same time!

While you are visiting the Shoppe, take time to stop and enjoy the beautiful Christmas village, as well as a fully furnished handcrafted dollhouse decorated for the Holidays. Both will be displayed throughout the Holiday Season.

The Society of Artists and Craftsmen, which operates the Fletcher Farm School, will be having its annual Holiday Cookie Sale on Saturday December 15th. At this not-to-be missed event, a variety of homemade cookies will be sold by the pound.  Come fill one, or more festive tins to use as gifts or to enjoy at your holiday celebrations.  The cookies are irresistible family favorites prepared by Society Members. Plan to come early as these delicious treats sell-out quickly!

  • Trot It Off 5K & Tots’ Trot at Jackson Gore, Okemo This running/walking race is perfect for the avid runner or the recreational runner hoping to burn off the calories from that extra slice of Thanksgiving pumpkin pie. All participants will receive an event t-shirt. The Tots Trot, a kids fun race for children 12 and younger, will take place just before the 5k. This event will support the Wendy Neal Scholarship Fund at Okemo Mountain School and Black River Good Neighbors Services. Registration is 8:30 am in the Cornerstone Room of Jackson Gore. Registration is $25 for the 5K and $15 for tots Trot (11 and under). 9:30 is the Tot Trot and 10 AM begins the 5K.

1. SELECT BOARD MEETING 11/13/12

At Monday night’s Select Board (SB) meeting, the following items were discussed:

Scenic Byway Status: The SB voted to seek scenic byway status for the portion of 103 that runs through Cavendish, approximately one mile. This will allow the town to promote sites of interest. For more information on VT’s Byways http://www.vermont-byways.us/

Town Grader: The town grader has been repaired and will be on-line shortly.

Ecosystem Restoration Grant: Cavendish has received up to $94,590 in grant funds in order to survey and put into trust flood prone land along the Black River. Meetings are currently underway and the process, which ends the summer of 2013, is going smoothly.

Irene Related Projects: There are a number of guardrails that need to be installed. This can be done in the early winter, so a bid document is currently being drafted.

Hydraulics Report Carlton Road Area: A VTrans hydraulics report has been completed for the Atherton Mill area in Whitesville, which was heavily impacted by Irene. The three-foot corrugated drainage pipe is being replaced with a four foot PVC pipe. The current owner would like to see a bridge there, as one appeared to be there many years ago when this was a working mill. According to the state report, this is a difficult site because it’s in a flood plain. One of the recommendations made by the report would be to replace the Carleton Bridge. The current bridge has a support in the middle, in which debris was caught both in Irene and the flood of 1973. However, the cost to replace the bridge would be $1.4 million. Additional study is needed. One possibility is to see if this could be considered a Hazard mitigation project.

2. CAVENDISH RELATED NEWS
Car Crash in Cavendish: On November 10, 2012 at approximately 10 pm Vermont State Police out of Rockingham responded to a one-car motor vehicle crash on High Street in Cavendish near the intersection of Ranney Hill Road.  The investigation revealed that Destiny Blanchard, 17 of Mt. Holly was traveling north on High Street at 40 mph in a posted 25 mph speed zone when she lost control of her vehicle, left the travel portion of the roadway, and struck a large granite marker.  Blanchard was not injured.  The cause of the accident was due to speed.  Blanchard will be issued a ticket for speeding and failing to wear her seatbelt.  Ludlow and Cavendish fire and rescue responded to assist.

Proctorsville Fire Dept’s New Truck: The Proctorsville Vol Fire Dept took delivery of its new 3000gallon Tanker Truck on Friday. For more pics of the truck check out Proctorsville Volunteer Fire Department Facebook page.

3. CAVENDISH POSTAL SERVICE OPTIONS
With reduced windows hours being planned for the Cavendish Post Office starting in January, customers are being encouraged to make use of the orange envelopes for Stamp Purchases. According to the Postal Service, “This envelope is provided by the United States Postal Service and the National Rural Letter Carriers’ Association to make it easy for you to purchase stamps and other postal products. Please complete the order form, seal and place this envelope in your mailbox for your carrier to fulfill. Just enclose a check or money order made payable to “Postmaster” for the total amount of your order. Do not enclose Cash.” Orange envelopes will soon be distributed to Cavendish customers.

Proctorsville will not be affected by reduced hours until 2014. For additional questions, please stop by the Cavendish Post Office.

4. CTES BOARD MINUTES AND NOV. BOARD MEETING AGENDA
Minutes from the Oct. 16 Cavendish Town Elementary School have been posted to the Cavendish VT Blog. The November board will be Tuesday, Nov. 20, 5:30 pm in the multi purpose room. The agenda will include the following:

5. ARE THERE OTHER TOWNS NAMED CAVENDISH?

To a recently asked question of where else there might be towns going by the name of Cavendish, ten locations have been identified as follows:
• Queensland and Victoria Australia
• Alberta, New Found land, Ontario and Prince Edward Island, Canada
• Cavendish, England
• Idaho (named Cavendish because of the similarity to the town in Vermont), Missouri and Vermont

6. CAVENDISH’S EARLY HISTORY

The first person buried in Cavendish had the last name of Proctor, but it wasn't the founder of Proctorsville. The Cavendish Historical Society's genealogist, Linda Welch, has uncovered an article, written in 1947 and published in the Vermont Quarterly about some of the early Cavendish people, and places, including The Old Morgan Cemetery (Revolutionary Cemetery) - - Henry Proctor’s grave - - Wheeler and Densmore Farms – Reverend Joseph Brown - Cavendish Baptists – Levi Stevens – William Bond and their families. The article is available on-line at the Cavendish Historical Society’s Blog.

7.  STEPPING STONES PRESCHOOL PIE SALE

It is that time of year again. On Wednesday November 21 Stepping Stones Preschool will hold it's annual Thanksgiving Pie Sale Fundraiser at Shaws Market in Ludlow. They will be there at 8 am and stay until the pies are all sold. You can help by:

1. Bake and donate homemade pies for us to sell. You can bring them to Stepping Stones on Monday or Tuesday or directly to the sale at Shaws on Wednesday morning
2. Come and buy homemade pies :)

8. JAY WITHAM AT CAVENDISH BAPTIST CHURCH
Jay Witham will be performing Sunday November 25 at 7:00pm at the Cavendish Baptist Church, 2258 Main Street in Cavendish, VT. All are welcome to come enjoy an evening of great music. A free will offering will be taken and light refreshments will be served following the concert.

Jay Witham has pastored churches throughout New England and the Northeast since 1975. Besides being a pastor and Bible teacher, Jay is also an accomplished singer and songwriter. He has been involved in Country Gospel music since childhood with his family, The Withams, and has recorded several projects with Cal Witham in a unique father and son gospel music team. Both have recorded several albums, cassette tapes and CDs and have performed on radio and television. He is sought after to perform live concerts throughout the United States. FMI: 226-7131

Call to order
Dr. Bont said there is no quorum at 5:30 p.m. so the board members present will listen to reports.
No quorum until 6pm. Dr. Bont called the meeting to order at 6:00 p.m.

Comments from the Community

Approval of Minutes of September 18, 2012
Jessica made a motion to approve the minutes of September 18, 2012 as presented.  Correction:  Under Budget- The overall savings of interest for CTES for the Vermont Municipal Bond Bank Refunding was $65,648.31.
Minutes approved as amended.

School Board Candidate Presentations
Dr. Bont said there is a vacancy on the board.  The board has been petitioned by Amanda
Tyrrell.  Amanda presented the board with a letter of interest.  She said she cares about this school and the community.  She feels her educational background would benefit the board.  Dr. Bont thanked Amanda.    

Appointment of School Board Member
Sharon made a motion to appoint Amanda Tyrrell to the CTES school board until March 2013.  Motion approved

Spring 2012 Science NECAP Scores
Linda gave the board the science NECAP results for CTES (attached).  George said some students who qualified had accommodations (Nimble Tools).  There is a correlation between the MAPS and NECAP tests.  The NECAP tests will not be given in 2014.  There will be a new test which will be a national test.  
 
Finance
13 – 14 Budget Planning Timeline
George said it is time to start planning for next year’s budget.  Linda said there may be some related services shifts in the budget.  Health care costs may increase significantly.  George will put a timeline together and share it with the board.  George said moving the financial services to the SU will have to be discussed with the board.  He feels this may cost CTES more than it does now. 

 New Supervisory Union Update
The new supervisory union’s name is Two Rivers Transition Supervisory Union.  The board authorized the co chairs to negotiate contracts with Linda and Bruce Williams.  Bruce will be the Superintendent and Linda will be the Associate Superintendent.  The board sees this merger as a two year transition.  There will be a superintendent search next year.  There is a meeting at GMUHS on Thursday evening.

Principal’s Report
George gave the board a budget summary.  He said the budget looks good.  One Para has not been hired and since 6 new students have enrolled he may have to hire someone for the position.  The annual audit has been completed.  He is waiting for the results.  He feels there will be a slight deficit.
The MAPS testing is finished.  About 50% of students regressed in reading over the summer months.  65% of students regressed in math.  The NECAP testing is almost complete.

The first and second grade screening is complete.  The results help group students and to get extra help for the students who need it.  The “summer slump” was seen in both the upper grades and the lower grades.  George was asked if he could gage how the students did that participated in the summer program.  George said it is difficult to determine; the variables are different.  Every student would have to be looked at individually.  The tests are just a “snapshot”. 

The bus was sold for $750.00.  George met with representatives from the insurance company regarding the roof.  The insurance company will personally get involved since they know the parties involved.  Today the staff had a speaker come in from WISE on reducing sexual abuse with students.  The staff will have training.  George said the math and FanS unit programs are going well.
The Ludlow after school program coordinator asked to meet with George.  Linda reported they could not do any combining right now because the grant funds which support this program are specifically for the Ludlow school.

Conferences are scheduled for this Thursday.  IPads are starting to be used by students.

Superintendent Report
Linda reported the WSWSU Board and the WSWSU Education Association met last night and remain at impasse. Linda will attend the SE Superintendents meeting tomorrow.  The VSBA conference is October 25th and 26th at Lake Morey.  Linda hopes there will be participation from the board.

Other Business
The testing for the FanS unit has just been completed.  Peggy reported the class is very busy.  There are 22 students in the class.  They are using a new program with new materials which is time consuming.  They will know more next month.  Parental help was offered.  If the number of students increases the administration will evaluate the needs.  The administration will bring the policy regarding classroom size.  Linda said they can only report on student success to the board and the community on a broad basis.  George said he knows the teachers are working hard and he feels the FanS program is going well.  Teachers should not be doing clerical work.  Comparing discipline from this year to last is hard to compare.     

Executive Session
Jessica made a motion to go into executive session at 7:33 p.m. to discuss personnel and to invite the administration.  Motion approved.  The board came out of executive session at 7:50 p.m.  No action taken.
