1. SELECT BOARD MEETING 6/9/14
Select board (SB)
meetings are recorded by LPC-TV and are available at their website and on Comcast Television.
A. Internet Connectivity: In response to increasingly slow rates of Internet
speed, breakdowns, and the recent outage in the Chubb Hill area, the SB was
asked to write a letter to TDS explaining how this is having a negative impact
on life in Cavendish, as well as how it makes the town less desirable for new
residents. The board agreed to write a
letter and requesting that someone else from TDS meet with the community.
B. Bridges/Streets/Signage
• Bailey Hill: A petition and request has been made to
reduce the speed limit from 35 to 25 miles per hour on Bailey Hill in Proctorsville.
There is only one street in town, High Street in Cavendish village, which has a
25 MPH speed limit. The SB will begin the process of a traffic study and other
measures needed to make this change.
• Brook, Atkinson and Center Road
Intersection: Signage is now
up at this intersection, with street names and “yield” signs for Atkinson and
Center Roads. Brook Rd is the “thru” road. Signage will be coming to other
roads, including the intersection of Brook and East Roads. The town is now over
budget for signage and hardware.
• Covered Bridge to Replace Depot Street
Bridge: A petition was
submitted to the SB about replacing the existing Depot Street Bridge in Proctorsville
with a covered bridge. Rich Svec, town manager, stated that the chance of getting
federal and state funding for this project was about zero. While he didn’t know
the cost, he suggested that if the community had to raise the $1.2 million, the
current estimate to replace the bridge with concrete and steel, it would be
cost prohibitive. The SB voted to send the letter (a copy of which is on-line )
and petition to the state, requesting that the design be in line with the
historic characteristics of the town. Because a covered bridge was viewed as
being a way to “calm” traffic, Svec is recommending that the existing sidewalks
be replaced and have sidewalk, green space and then road. This would help to
narrow the road, allow space for putting snow in the winter, and provide space
for planting trees. The Planning Commission is working to develop a Cavendish
nursery, which would replant trees in Cavendish and Proctorsville villages.
• Brook Rd Bridge: A temporary bridge has been installed under
a rental contract with the Mabey Company. The cost is $625
a week for a term of up to 3 months. The temporary bridge was needed to handle
the increased loads anticipated due to the closing of the Whitesville Bridge
from June 23 to July 25. It was stressed that this is not the official by-pass
route, but rather a “locals only” road, with the temporary bridge upgrade
needed to accommodate emergency trucks and some increased traffic. An RFP is
being issued for a permanent bridge replacement.
• Whitesville Bridge (Route 131): The bridge is now limited to one lane with a
traffic light, and will be closed from June 23 to July 25.
C. Animal Control Officer: After 14 years as animal control officer,
Norma Randall has decided to retire and recommends Jill and Matt Flinn as her
replacement. The board accepted Norma’s resignation with regret and approved
the appointment of the Flinns. If you have an animal control issue, they can be

D.
Public Hearing and Adoption of the Capital Budget and Program Plan: The
SB approved the Capital Budget and Program Plan with the addition of the
Cavendish Universalist “Stone” Church being added to the town’s list of assets.

E. Town
Meeting on June 23 (Monday): The voters of Cavendish will meet at 7
pm at CTES to vote on whether the town should purchase the property located at
601 Main Street, the property adjacent to the school. The cost of the property
is $24,900. The town currently has a contract to purchase the property
contingent on approval by the voters. The SB will meet with the CTES board on
June 17th to further discuss how the property will be used.
F.
Recreation Department: Svec reviewed the organizational
structure of the new recreation department. The Recreation Director position
will soon be posted with the position to start on July 7. This will be a 20
hour a week position on average and will be salaried in the $15,000-$18,000
range depending on experience. Benefits are those required by law, e.g.
Worker’s Compensation. The probationary period will be July 7-Feb. 6. Depending
on performance review, the salary would increase to $17,000-$20,000. The job
description is still being worked on.
With the start of the job, the Director will be
responsible for: developing policies and procedures; a booklet outlining the
activities of the Rec department; planning late summer and fall activities; and
a one year pro forma budget. The position reports to the town manager, with
monthly updates to the SB. Svec will be conducting the interviews and selectmen
Wendy Rieger has agreed to participate when possible.
G.
Waste water: A new building is under construction to replace the
existing storage facility, which is insufficient to meet need.
•
Comprehensive Energy Efficiency Audit: The town has recently received a
grant to evaluate existing equipment and to make recommendations about ways to
increase energy efficiency by replacing equipment and implementing new
practices. Because Cavendish is taking this proactive step, the town may be
eligible for a $1,000 bonus.
H.
Property Concerns: Questions were raised about three properties as
follows:
• 408
High Street, Cavendish: The house and property are not occupied
or being tended to. Rats have been seen coming out of the house and it appears
to be both a fire and health hazard. Health officer, Rich Svec, will inspect
the property.
• 2055
Main Street Cavendish: Destroyed by fire, inquiries are being
made about when the building will be removed. Svec said that arrangements had
been made for its removal but will talk to the homeowner again to see if a date
has been set.
•
Building by Proctorsville Green: Trash is piling up behind the
brick mill building adjacent to the Proctorsville Green.

CAVENDISH RELATED NEWS
Cavendish Crash 6/9/14: On June 9, 2014, at
approximately 2115 hours, [9:15 pm] the Vermont State Police responded to a
report of a vehicle off the road and into water in the area of Brook Road and
Vermont Route 131 in the Town of Cavendish, Vermont. Vermont State Troopers
along with Cavendish Fire & Rescue arrived on scene and observed a 1997
Dodge Truck had driven off the road and crashed into the Elm Brook. The
operator of the vehicle, Donald Davis (Age 23) was partially ejected from the
vehicle through the windshield. Davis
was extracted from the vehicle and air lifted to Dartmouth Hitchcock Medical
Center where he was treated for his injuries. It is unclear at this time what
caused the crash, but the Vermont State Police are still in the middle of
conducting an investigation at the time of this posting. VT State Police Press

Proctorsville Crash: On 06/13/14, at
approximately 0122 hours, [1.22 am] Vermont State Police along with numerous surrounding
fire and rescue agencies responded to a single motor vehicle accident on
Chapman Road in Cavendish, near the Free Range Organic Tree Farm. Investigation
revealed the operator, Jessica Bobar, 21, Chester, was traveling on Chapman
Road, towards Twenty Mile Stream Road, when she lost control of the vehicle
when she failed to navigate a sharp corner on the dirt road. The front passenger
side of the vehicle struck a large tree on the edge of the roadway. There were
two passengers in the vehicle with her, Brian Jarvis, 30 Springfield, and Craig
Gobe, 34 Baltimore. Neither Gobe or Bobar were wearing seat belts at the time of
the accident. All three were extricated from the vehicle and transported to the
Springfield ER with serious but non-life threatening injuries. Charges are
possible pending blood test results of the operator. Vermont State Police Press

Spencer Huntley Award Given: The Huntley family (Mark, Sharon and Madi) of
Cavendish presented the first Spencer Huntley Memorial Scholarship, in memory
of their son/brother who died in a car accident in 2011, at the GMUHS Senior
Awards. "We are very excited to present our
first Spencer Huntley Memorial Scholarship during the 2014 Graduation year.
This scholarship is dedicated in memory of those qualities that made Spencer so
unique. Spencer was an excellent musician, and was pursuing further education
in sound engineering. He had compassion and appreciation for unique
perspectives, appearances, and artistic pursuits. He was not a traditional
student and often didn’t thrive within the standard system but he celebrated
alternative methods of expression and learning. This scholarship is awarded to
a graduating, non-traditional student with a plan to further their career path
in music, music production, or sound and audio engineering, for it is in
encouraging these students, that true expression of their individuality can impact
the world.
The first Spencer Huntley Memorial Scholarship for $1000. is
awarded to Adam Kenney." Adam is pursuing a
2-year degree at Lyndon State College in Audio Engineering. Congratulations and
all the best Adam!
Windy Hill Farm Now
Listed as Historic Place: The Vermont Advisory Council on Historic Preservation
voted unanimously to list Aaron, Jr., and Susan Parker Farm, known as Windy
Hill Farm, on Brook Road in the State Register of Historic Places. The property
is also being nominated to the National Register of Historic Places.
Congratulations to the owners of Windy Hill, Mary Anne Butler and Peter von
Bartheld.
Proctorsville FireDept. Firefighter Memorial: After twenty years of
thought and desire and two years in the design and completion of a fitting
memorial, the Proctorsville Fire Department will be holding an opening ceremony
to welcome the memorial into public use. A lot of work and planning has gone
into this memorial. The ceremony of dedication will begin at 11 a.m. on June

GMUHS
Girl’s Softball Team Heads to State Championship: Rylee
Ewald, Madi Huntley, Rachel Martel, Emily McNamara and Sasha Petrycki from
Cavendish are part of the GMUHS girl’s softball team who play for the state
championship on Saturday, June 14 in Poultney at noon. Congratulations and best
of luck.
LegislativeRaces for Windsor County: With petitions filed, the slate of
candidates for this year’s fall election are as follows: the three state Senate
incumbents-President Pro Tem John Campbell of Hartford and fellow Democrats
Richard (Dick) McCormack of Bethel and Alice Nitka of Ludlow-will run
unopposed. Mark Huntley, Cavendish, has filed for re-election to the house.

New Round Of Irene-Related Funding Available:
Brattleboro Development Credit Corp. and Springfield Regional Development
Corp. were awarded $1.5 million in the form of a Community Development Block
Grant for the second round of disaster recovery. The development groups,
providing small grants for flood-impacted businesses throughout Windham and Windsor
counties since the August 2011 storm, say the latest round of funding will
assist with flood mitigation efforts, engineering fees and insurance premium
payments. The grant may also go toward reusing or improving usage of buildings
affected by flooding. VT Digger
VT Homes Selling Faster Than Last Year: The good news is homes in
Vermont are selling faster this year than last year. The bad news is the
average sale price has dropped a bit. Isaac Chavez, CEO of Vermont
Realtors, points to 2013 as the year the state’s housing market finally
returned to some sense of normalcy after the crash of 2008. He says it’s
too early to tell how 2014 will shape up with regard to home sales, but
according to state data, the average price of a single-family home in Vermont
dropped this year by 2 percent. VPR

Cavendish's oldest resident Luella Butler is turning
105 on June 19. To help her celebrate this special day, send her a card to PO

Monday, June 16 and sign a card for her.
4. SUPPORT THE CAVENDISH LIBRARY
The Book Nook will be hosting its third annual summer reading
BOOK fair June 13 through June 22 at its store on Main Street in
Ludlow. Store hours are 10am - 6pm Monday through Saturday and 10am - 3pm
on Sunday. Last year the local indie bookstore provided nearly a
$1000 to support the Cavendish Fletcher Community Library,
Ludlow's Fletcher Memorial Library and the Mount Holly Town Library.
The traditional "book fair" normally takes place
in a school library and is sponsored by publishers to offer a
variety of books to help raise money for the library and encourage literacy by
reaching out to young readers. The book fair that will take place in
The Book Nook store will offer the widest variety of books for people to buy in
support of one of our local libraries. For every book a customer purchases
during the time period, The Book Nook will donate 20% of the purchase price to
library of their choice. We also provide an opportunity for individuals to buy
a book(s) appearing on a library’s “Wish List.” For every book purchased off
the library Wish Lists, The Book Nook will deliver the book to the library as
well as donate 20% of purchase price. Wish List books other information will be
