3. Cavendish Looks at Appraisal Update

CAVENDISH – The Select Board has set a special town meeting for Sept. 13 to discuss a reappraisal.
Town Manager Richard Svec said the town’s last reappraisal was in 2006.
“The market’s taken some interesting turns since then,” he said. “The (common level of appraisal) isn’t so out of whack. It’s around 91 percent. However, the (coefficient of dispersion) appears to be out of whack.”
The COD measures the average deviation from the fair market value.
Towns are supposed to keep the COD below 20 percent. Cavendish’s was at 19.33 in December. Svec said the issue came up at town meeting in March, but voters tabled it because they wanted to see what would happen during the next tax appraisal cycle.
“It appears as though, after going through this year’s modifications to the grand list, the number may exceed 20 percent,” Svec said.
At the meeting in September, Svec said, the board will discuss doing a townwide appraisal update. Instead of a full internal inspection, it would involve a paper review of every property and on-site reviews just of those properties that appear to be furthest from fair market value.
“Of course, any recent construction or modifications to a property would have the standard review,” he said.
Svec said the town would use an outside firm for the update.
“We do have a board of listers, but most of the valuation changes were done by an appraisal consultant,” he said.
The cost would likely be $50 to $55 per property, Svec said, as opposed to $80 to $85 for a full appraisal. Cavendish has roughly 1,200 properties.
The meeting is scheduled for 6:30 p.m. at the Cavendish Town Elementary School. Voting takes place from the floor.

5. Drive In and BBQ at the Cavendish Library
The Cavendish Fletcher Community Library will be holding its second "Drive In Movie" of the summer on Saturday August 7 at 8:30. The movie, "FInding Nemo" will be shown on the library wall rain or shine. All are invited. Patrons are encouraged to bring folding chairs, blankets, snacks and bug spray.
The Library will be holding its third annual end of the summer barbeque on Wednedsay, August 11 beginning at 5:30. The free barbeque will feature hot dogs with all the trimmings, soda, chips and cake. Entertainment will be provided by "Tom Joyce, Magic Man". The grand prizewinner of the summer reading program will also be drawn and other prizes for completing the summer reading.
6. Cavendish Players Revive Depression Era Comedy
When Dorothy Canfield Fisher wrote her light comedy “Tourists Accommodated” in 1932, she drew upon her neighbors’ experiences in Arlington, Vermont. Farmers, short of cash during the Depression, took in city guests who toured the countryside seeking a country experience, cheap antiques and home cooked meals. The vintage play follows one Vermont family that takes in tourists to raise money to send their daughter to teaching school. “Tourists Accommodated” will be presented by the Cavendish Community Theater on August 14th and 15th at the Cavendish Town Elementary School at 7:30 p.m. Tickets are $8.00 for adults and $6.00 for seniors and children up to age 16. Kids under six are free. Buy general admission tickets ahead at Crows Corner Bakery in Proctorsville or at the door the night of the performance. Local Government Meetings: Gavel-to-gavel coverage of the following local meetings will be broadcast this week: Village of Ludlow Trustees, Ludlow Elementary School Board, Ludlow Select board, and Ludlow Development Review Board. Meetings play each night at 7PM and repeat and midnight, 8AM, and 2PM the following day.
8. Cavendish Grange Hall Curtain Restored
Under the direction of the Vermont’s Painted Theater Curtains, a group of volunteers from the Cavendish Historical Society (CHS), worked with professional conservators to restore the Cavendish Grange Hall curtain on Friday, July 30.
Clyde (Puss) Bailey signed the curtain in 1951. It is believed that the curtain may be an older Crystal Arts curtain, since the central scene is similar to other curtains of this type. The local advertisements that surround the central scene of a pond and trees, include: P.K. Brown, Ludlow Insurance, Paul W. Adams, Mumford Drum Corps, Bixby’s Dairy, Spaulding’s Restaurant, Specialty Press, Tom’s Taxi, Gileris Market, Ludlow Grain & Supply and Windsor National Bank.
The curtain was installed at the CHS Museum in 2007, when the Grange was closed. The curtain can be seen at the Museum on Sundays from 2-4 pm.

9. Cavendish Concert on the Green with Rick Redington
The Cavendish Community and Conservation Association invites everyone to come to the Proctorsville Green for the continuing summer music series on Wednesday, August 4thth at 6:00 p.m. to hear Rick Redington and the Luv.
Whether playing an intimate solo acoustic performance in a coffeehouse setting or rockin’ out with his band “The Luv” in a large concert venue, Rick’s performances have something memorable and meaningful for all to share. No strangers to the Proctorsville Green, Rick and the band have delighted the local Wednesday evening concert goers several times in the past.
This concert will be the fifth in this year’s series that are held on consecutive Wednesday nights in July and August. Come and enjoy a warm summer evening with your neighbors and friends in front of the gazebo on the green. Relax in the grass on your blanket or favorite lawn chair – have a picnic or just listen to the music.
As always, the concerts are free and open to the public and will be held rain or shine. In case of inclement weather the performance will move to the Cavendish town elementary school on Main Street just up from the Green.
