1. SELECT BOARD MEETING 7/8/13
Select board (SB) meetings are recorded by LPC-TV and are
available at their website and on
Comcast Television.
At Monday night’s SB meeting the following items were discussed:
A. Town Roads/Paving Projects/Bridges
• Recent Storm Damage: Minimal damage was sustained to
Cavendish roads. The one area, Tarbell Hill, was repaired by noon the day after
the heavy rain. However, the end of that road that was washed out is part of
Weathersfield and is in need of major repairs
• Replacement of Whitesville Bridge
on Route 131:
The SB reviewed the most recent plans from VTrans. The bridge will be closed
for 30 days during the construction of the new bridge. Traffic will be detoured
and VTrans will provide some compensation to help with any repairs to the back roads
that will see increased traffic. The replacement will not take place in the
2013 construction season.
• Chubb Hill Rd: It was agreed that it is in
everyone’s interest to get the new Chubb Hill access road, which intersects
with route 131, completed as soon as possible. The new road bisects Donnie
Davis’s property and is currently kept closed by orange cones. The new access
is thought to be much safer than the existing one. Rich Svec, town manager,
thought that their may be some money in the paving budget to help finish
certain aspects of the road. The SB voted to complete this project using a
60/40 split-the town paying 60% of the costs and Davis the remaining 40%.
• Paving: After considering the
resurfacing bid results, at the 6/24/13 SB meeting, final plans for paving were
discussed. It appears there will be sufficient funds to expand the Twenty Mile
Stream paving to the north a bit further and add the Chubb Hill project to the
list.
• Bridge #58 (Depot Street): Another chunk of the Depot
Street Bridge has fallen off. More cones are being put up. Because of safety
concerns, the SB voted to repost the road for five tons, versus the current ten.
This means that school buses can no longer use this bridge.
• Bridge # 37 (Davis Road): Still in process of contracting
for the work. With each passing week, the chances of it being completed this
construction season lessen.
B. Single Audit for FY 13: The SB voted to have Jeff
Bradley, CPA, conduct a Single Audit for FY 13. He is currently completing the Single
Audit for FY 12 and is felt to be competent and easy to work with.
C. Town Tax Rate for FY 14: The tax rate-per $100 of
property value- for FY 2014 is about the same or slightly less than last year.
The rate was set as follows for FY 2014:
Fire District 1 (Proctorsville)
Residents: $1.863
Non Residents: $1.7826
Fire District 2 (Cavendish)
Residents $1.7895
Non Residents $1.7658
Tax bills are scheduled to be issued on or about Friday, July 12,
with the first quarterly due date being August 15, 2013.
D. Deputy Fire Warden: The SB adopted the policy that
the Fire Warden and Deputy Fire Warden will serve concurrent terms (5 years); the
Fire Warden can select their deputy; and that both positions need to be
approved by the SB. Fire Warden Roger Sheehan has selected Bob Glidden, Fire
Chief of Proctorsville Fire Department, to be his deputy. His nomination was
approved by the board.
E. Staley Hill Property on Mill
Street:
According to the bank, at the time of the fire, the property was not in
foreclosure so they do not have the responsibility for clean up. The board
voted to clean up the property as quickly and as cheaply as possible. The
building will be torn down and debris will be buried in the basement. It will
be covered with dirt and reseeded. A lean will be placed against the property
for clean up costs, which are estimated to be several thousand dollars. Since
the owner’s current residence is unknown, a letter will be sent to his last
known residence (Cavendish) explaining the situation and a copy will be sent to
the mortgage company.
F. Sustainability
• Zero Sort Recycling: Changes are already taking place
at the Cavendish Transfer Station to accommodate the zero sort compactor. Svec
is looking to purchase a used one that will be compatible with the Casella
system. Svec thought that the new service will be operational by the end of
August. The board discussed ways to educate the community about this new
service. Since they want items un bagged (with the exception of shredded paper
that will go in a clear plastic bag), there was a discussion about obtaining
bins that could be sold to transfer station users at cost. You can learn more
about this system, and what you will be able to recycle by:
• Solar Project: The Energy Committee will be
meeting with Peter Thurrell of Soveren to assess various sites for the solar
panel project. If there is something that needs immediate action, Svec will
call a special SB meeting.
G. E911 Address Signs: In this Friday’s tax bills, a flyer will be
included that offers address numbers at below retail costs with free
installation by the Fire Departments. This is being done as first responders
are having a difficult time locating where people live.
2. CAVENDISH RELATED NEWS
Natalia Solzhenitsyn Honored by Exhibit onHusband’s Life: Photos and pictures from the life of a Soviet dissident came as a pleasant
surprise to his widow and family, thanks to the work of the local historical
society with support of the town [Cavendish].
On Saturday, Natalia
Solzhenitsyn visited the exhibit and museum honoring her late husband Alexander
Solzhenitsyn, who spent almost 20 years in exile in the tiny Vermont town.

News fromProctorsville Fire Dept.: We would like to thank
everyone that stopped at our coin drop fundraiser on Saturday. We made just
over $3500. This will benefit us greatly by allowing us to purchase some new
equipment. Thank You for Your Support. We attended the Reading Vol Fire Dept.’s
Old Home Day Parade on Sunday July 7th with Engine 2 and Tanker 1. Tanker 1 was
awarded a Trophy for "Best Appearing Apparatus".
Rate Set for Health Insurance: For the first time, the Green
Mountain Care Board has set rates for Vermont's new health care exchange.
In doing so the board stressed that the rates will remain close to current
levels. The proposed rates for Blue Cross Blue Shield were reduced by just over
4 %. The board cut the rates proposed by MVP by roughly 5 %. A benchmark
single person “Silver” plan offered by Blue Cross will cost about $4700 per
year, but she says federal subsides could substantially reduce the premium for
individuals who make less than $45,000 a year or for couples who make less than
$60,000. VPR

ConsumerAdvisory-Direct Express Card Scam: The Vermont Attorney General’s Office is
warning consumers not to respond to calls or texts from Direct Express
about a debit card problem. The Attorney General’s Consumer Assistance
Program has received a number of reports of fraudulent telephone calls and
texts indicating that the consumer’s debit card number has been
compromised and that the consumer should call Express Direct at 1-646-524-1352
for assistance. Receipt of this text message, along with any other scams
consumers receive, can be reported to the Consumer Assistance Program by
email at consumer@uvm.edu, or by calling Press Release
3. LATEST NEWS FROM THE CAVENDISH HISTORICAL
SOCIETY
The
tour of the Fitton Mill/Hydro Dam has been scheduled for July 27 at 9 am. While
this is a free tour, registration is required.
The
Stone Church Committee has received the facilities report from Steve Melanson
and are currently preparing a facilities plan. The next tour of the Church is
July 27 from noon-2 pm.
The
Solzhenitsyn Summer Exhibit is now open on Sundays from 2 to 4 PM and at other
times by appointment. Thank you Julia Gignoux and Carolyn Solzhenitsyn for
creating this exhibit.
4. CAVENDISH RECREATION: FLOAT AND BBQ
On Saturday, July 13, Cavendish Recreation is
sponsoring an afternoon and evening of fun activities as follows:
• 3pm - River float - East Hill bridge to Greven
Field. Meet at East Hill ready to float.
BYOF(float) and transport. According to Lisa Ewald “I floated the river twice this week - the
temp and river levels are perfect - very rare for July. Let's take
advantage of all this rain!”
• 5pm – BBQ Cavendish Rec Dept. will supply
the grill and condiments - BYOF(food) U(utensils) B (beverage).
Volleyball, wiffleball, baseball, softball, flag football, horseshoes, bike
trail, nature walk, etc.....
Please do not feel like you have to float the river to

Association is coordinating the annual Cavendish summer music series with free
Wednesday evening concerts on the Proctorsville Green. The next concert is on Wednesday, July 24th
at 6:00 p.m. with the Vermont based master blues singer and legendary song
stylist, Chris Kleeman.
A

see and hear the real thing; an artist of high energy and gritty musical
performance, who's been matched up to perform in shows with musicians such as
