CTES Special Board Minutes for Oct. 15, 2013/Agenda
for 11/19/13: Minutes from
the School Board’s October meeting have been posted online. The board will be meeting on Nov. 19, 5:30 pm at the
school. The agenda for this meeting appears is available on-line.
N Springfield Biomass Dealt Heavy Blow: A hearing officer for
the Vermont Public Service Board has recommended that the project be denied a
state certificate of public good.
In a 124-page ruling released late Friday
afternoon, Nov. 8, PSB hearing officer
John Cotter said that impacts from truck traffic was the reason he was
recommending the project be denied.
The project will “unduly interfere with
the orderly development of the region based on its trucking-related impacts to
the local community,” he wrote.
The North Springfield Sustainable Energy
Project, a joint project of Winstanley Enterprises and Weston Solutions, wants
to build a 37-megawatt wood-fired power plant in the North Springfield
Industrial Park. Wood chips would be trucked to the project, which would be
built next to the former Fellows Corp. building, now owned and operated by

Okemo Open for the Season: Riding and
skiing are underway at Okemo. The season started on Wednesday, Nov. 13. With
new snow guns, more trails are opening daily as weather permits.
Harry’s Cafe is Moving: In the
second week of December, Harry’s Cafe will be opening at the corners of Rt 100
and Rt 103-former site of Bella Luna Restaurant. Harry’s is currently closed
for its normal “stick season” break, but will reopen at its Mt. Holly location
on Nov. 22 through Thanksgiving weekend. It closes after dinner on Sunday, Dec.
1. The new site will allow Harry’s to serve more people as well as host parties
and functions.
Unauthorized Charges Common on Cell Phone Bills: The Vermont Attorney
General’s office has settled two lawsuits involving third party phone charges
for services that weren’t authorized by customers. The settlements announced
Tuesday by Attorney General Bill Sorrell cover unauthorized third party land
line charges dating as far back as 2004. Twenty-five companies and 11
individuals have agreed to refund Vermont consumers and pay the state an
additional $725,000. In 2010, Vermont became the first state to pass
legislation outlawing all third party charges on land-line phones, but Sorrell
says the problem still exists for cell phone users. For that reason, he
says it’s important to pay close attention to monthly cell phone bills. “Ask
about charges,” Sorrell advises consumers. “Your carrier should tell
you. If they acknowledge it’s a third party charge you didn’t know was
there, you didn’t authorize, you weren’t using the service, demand a full
refund.” VPR
New Phone Scam Takes Advantage of Health Care Confusion: A new phone scam targeting Vermonters is
capitalizing on the confusion around the Affordable Care Act, officials announced
today. Susan Donegan, the commissioner of the Department of Financial
Regulation, said in an interview that the scammers call and claim to serve a
role much like Vermont’s designated “navigators,” who are tasked with helping
Vermonters enroll in a new health insurance plan through the health care
exchange. In reality, the callers are seeking access sensitive to personal

Statewide Property Tax to Rise/Education Funding Formulas Reconsidered: Statewide education
tax rates are likely to increase from 3 cents to 7 cents next year as Vermont
struggles with spending that outstrips recent revenue growth. To alleviate the
strain long-term, lawmakers are considering a restructuring of education

2. BENEFIT PASTA SUPPER FOR
PROCTORSVILLE FIRE FIGHTERS 12/7
On Saturday November 2, two Proctorsville Fire Department
(PFD) volunteer fire fighters were badly injured in separate accidents
unrelated to their fire fighting duties. To help Nate Rose, Seth Perry and
their families with the expenses associated with their injuries and recovery,
the PFD is planning a benefit pasta dinner on December 7, from 5-7 pm at the
Cavendish Town Elementary School.
Our community is pitching in to make this a very fun
evening. Local restaurants are donating pasta sauces and Vermont Fresh Pasta in
Proctorsville is providing the pasta. Area churches will be contributing
special desserts. A DJ will be on hand and there will be a silent auction as
well as a 50/50 raffle.
The suggested donation is $10 a person or $25 for a

CAVENDISH HOLIDAY FAIR
The Annual Cavendish
Holiday Fair takes place on Saturday, November 30 from 9-3 at the Cavendish
Town Elementary School in Proctorsville. Sandwiched between the shopping days
of “Black Friday,” and “Cyber Monday,” the Cavendish Fair is all about local
shopping with an emphasis on keeping the “green” not only in the holidays, but
also in town.
While some things
change from year to year, there are favorites that everyone looks forward to,
among them the luncheon served by Holy Name of Mary, the Proctorsville Fire
Department’s wreaths and of course the big question-who will be the lucky
winner of St. James’s “Tower of Chocolate!”
New this year will
be a “hand-made-by-you” workshop featuring Duct Tape. From 10 am- 2pm you can
learn to make one of the following items out of duct tape: wallet, tie, bows or
a marshmallow blowpipe. The cost is $5 for one item or $10 for three items. All
supplies are provided, including marshmallow ammo. Those who wish to make more
of one item (Uncle Harry as well as Dad would like a Duct Tape tie) can do so
for a materials fee of $3 per additional item.
This is a good time
to celebrate Cavendish by purchasing a 2014 Cavendish Calendar from the CCCA
booth, or a variety of books and items from the Cavendish Historical Society.
The Cavendish Library will once again offer gently used books and movies for
the donation of your choice. Unique this year, from Gethsemane Episcopal
Church, gluten free brownies! Yum.

6. GETHSEMANE CHURCH
WELCOMES NEW PASTOR
On Sunday Nov. 17, at 5 pm, Gethsemane Episcopal Church in Proctorsville
welcomes their new pastor Rev. Todd McKee. Living in White River Junction,
McKee is a mental health clinician by background and is currently working at
the VA Medical Center’s Post Traumatic Stress Disorder (PTSD) program. He was ordained in October at St. Barnabas in
Norwich, VT and will be a part time pastor at Gethsemane. The Sunday evening
welcome service will be followed by a community potluck supper, at the
Gethsemane Parish Hall. This event is free and open to the community.
7. EVENTS
Lots to do this weekend and upcoming week in
Cavendish:
• CTES Bingo Night: Cavendish Elementary is having a BINGO night on
Friday, November 15 from 6pm-8pm. We have lots of organic turkeys donated as
prizes--all weighing in over 17lbs., plus some cash prizes, and delicious
Goodman's pizza and sweet treats for sale. Please come out to support the
school. All money goes towards field trips, the 3rd Grade Play, and the 6th
Graders Keewaydin Trip.
• Glimmerstone Opens for the Season: On Friday evening, Glimmerstone, on Rt 131 in
Cavendish, reopens for the season. See article 4 above.
• Hunger Games: The Cavendish Fletcher Community library is hosting a
“Hunger Games” event on Saturday, November 16 at 6:00 PM. The event, which is
co-sponsored by The Book Nook, will include a showing of the movie “The Hunger
Games” and will feature a trivia contest and a sampling of dishes inspired by

• Scotch Tasting: The
Glimmerstone Inn will host a Scotch Tasting party on Saturday, Nov. 16. The
event will offer a taste of 12 different single malt scotches for a donation of
$45 to the Cavendish Community Fund. Festivities begin at 6 p.m. and will
include a raffle for numerous quality gift items, including Dom Perignon Champagne,
a Singleton's Gift Basket, a stay at Glimmerstone, Vermont Fresh Pasta and
more. The event is jointly sponsored by Glimmerstone Mansion and Singleton's
Market. In addition to the scotch, there will be a variety of food items to
complement the tasting experience. The Inn will also be serving dinner in the
tavern that evening. Space is limited so purchasing tickets in advance is

• Chili Supper to Help Youth Attend Green Mountain Conservation Camp: The Cavendish Baptist Church is sponsoring a supper
on Saturday, Nov. 16 from 5:30-7:00 pm. All proceeds go towards scholarships
for the Vermont Fish and Wildlife Youth Conservation Camp. The supper includes:
chili con carne, cheese, cornbread, brownie sundaes, apple cider and coffee.
The cost is $5 for those 6 years of age and up. Those under 6 are free.
